(Seychelles News Agency) - While people in Seychelles are used to voting in the presidential and legislative elections, which are held every five years, they will soon be called upon to also elect a group of people to manage the day-to-day running of their respective districts. 
This is now that the Indian Ocean archipelago of 115 islands with a population of around 90, 000 people will be re-introducing district councils, with the first election planned for the second half of 2016.
The National Assembly recently approved the ‘Local Government Bill 2015’, which makes provision the election of the five-member council comprising of a chairperson and four councilors. 
The new law was announced by the Seychelles President James Michel in his National Day address on June 29, during which he highlighted the government’s intention to involve the population more in governance and in decisions that concern their everyday lives of their community. 
“It will provide for every district to have a District Council which is directly elected by the residents of the district. This is yet another important step in the evolution and strengthening of our democracy,” said Michel. 
District council elections not new to Seychelles. 
Although the 25 electoral districts presently have administrators who are appointed by the Ministry for Community Development, Social Affairs and Sports, the election of district councils is not new to Seychelles. 
Back in the 1950’s and 60’s, during the time the archipelago was still a British colony there was the election of what was known as the Victoria district council
Over the years that followed the country’s Independence this eventually stopped, before district councils were re-introduced in 1991. At that time, the chairman of the councils was also the national assembly member for the respective districts. 
When Seychelles entered the third republic which saw the return of the multi-party system there were “divergence” on the issue among the existing political parties. 
“One of the matters of disagreement was the subject of local governance. In order for the country to continue to progress, it was agreed on to dissolve the district councils. This was to ensure that there is a consensus between all the parties,” the Minister for Community Development, Social Affairs and Sports, Vincent Meriton told SNA in an interview. 
“[Nevertheless] it remains part of the Seychelles constitution, under article 167; that the government can apply a local government mechanism it feels is appropriate,” he added. 
A ‘home-grown’ model 
While the government feels that the actual district administration “has well matured in over 20 years of existence and served its purpose of allowing the government to identify the needs of the community” Meriton said the time had come to relook at the system, which is aimed at allowing the population to take ownership of their district and be more involved in addressing the issues and challenges that arise.
District councils exist in various countries across the world, but our model is home-grown taking into account the size of the country,” Meriton explained while adding that this does not include the election of the Mayor of Victoria. 
According to the ‘Local Government Bill 2015’ once elected the district councils will be able to act independently to develop and implement their various plans and projects while they will also be able to collaborate with concerned ministries and stakeholders including the private sector. 
In recent years, the government has allocated an annual budget of some $2.3 million (30 million Seychelles rupees) to the community development ministry which is distributed among the 25 districts to finance community-related projects. 
The district councils will also be able to raise money on their own for the implementation of various schemes and programmes in the districts. 
Community Development to be the overseer 
While the new system is expected to reduce the actual role and day-to-day involvement of the ministry for community development, it will hence become the monitoring body. 
“The ministry is expected to ensure that the works of the council are up to standards, conducting constant evaluation to make sure that people are getting value for their money and that the money is being well spent,” said Meriton. 
The community development ministry is currently working with other partners including the finance ministry and public administration department to prepare the code of conduct for the district councils. 
“This includes the frequency of their meetings, contract terms and allowance, and how they would identify and implement the district projects and more,” said Meriton. 
“Candidates should be a resident of the district they are contending. They should be more than 18 years of age, no mental illness record, and no criminal record, as well as certain people skills such as involvement in activities in the community.” 
The Chairperson of the council and the four councilors who are elected will be expected to discharge their functions on a part-time basis will also be the ones tasked with appointing a district administrator. 
The election of the district councils will be held every five years and will be supervised by the office of the Electoral Commission. 
The new law, which was passed before the national assembly on August 04, was assented by the President  on August 10, 2015.

(Seychelles News Agency) - The President of Seychelles James Michel will be undertaking his third state visit to India next week at the invitation of Indian Prime Minister, Narendra Modi.
India is one of Seychelles strategic partners in several areas including defense.
According to a press statement from State House, President Michel will hold bilateral talks with Prime Minister Modi and the President of India Pranab Mukherjee.
Several agreements are expected to be signed during the state visit which will reinforce the relationship between the two countries and paved the way for a greater partnership.
"Both countries recognize the need to bring their economies closer to drive more growth and to create more opportunities for entrepreneurs of both nations and wealth for their respective peoples," added the statement.
President Michel will also be accompanied by a business delegation.
During his visit, Michel will also have the opportunity to meet a large cross section of the Indian society, including prominent businessmen, investors, industrialists and academics.
He will share his views on maritime safety and the blue economy with members of the Indian Council of World Affairs (ICWA).
"The President of Seychelles, James Michel has been instrumental in building up the relationship between Seychelles and India over the years," states the President's Office.
The head of state visited India, in 2005 and 2010 on state visits. 
President Michel’s state visit to India comes just five months after the historic visit of Prime Minister Modi in Seychelles in March 2015. 
This will be President Michel’s fifth visit to India as head of state. 
He again visited New Delhi in February 2011 and in February 2012 to participate in the Delhi Sustainable Development Summit.
The Seychelles archipelago in the Indian ocean has a population of 90 000, among which there is a strong Indian community.
According to recent figures provided by the Ministry of Home Affairs, there are about 8200 Indian nationals living and working in the Seychelles. They are mainly working in the field of construction.
India has a great interest in the Seychelles archipelago since the country has one of the largest maritime exclusive zones in the world off the east coast of the African continent, and it is also the main transit for Indian merchant ships. 
Indian is currently installing a maritime surveillance radar station in Seychelles to monitor traffic along the African coast.        
India established diplomatic relations with the Seychelles since its independence in 1976.

(Seychelles News Agency) - The Seychelles police has reported that the three foreigners apprehended as suspects in the bank ATM skimming incidents reported last week have been remanded in custody until Wednesday.
The 2 females and a male who were arrested last Friday, appeared before the Magistrates Court yesterday afternoon.
“The magistrate court will decide [on Wednesday] if more days of remand as requested by prosecution will be granted,” reads the police statement issued yesterday.
“The decision was taken this afternoon [Monday] by the magistrate court following arguments put forward by the defence lawyer claiming that the Police already have in its possession evidence believed to incriminate his clients therefore there is  no reason to keep them in custody and he requested they should be released on certain conditions.”
At least 4 ATM bank machines of the Mauritius Commercial Bank (MCB) and Seychelles Commercial Bank (SCB) were targeted in the card skimming incidents, reported on Tuesday August 18.
The skimming devices that can scan card data from the magnetic stripe of the card to extract client card information used to make counterfeit cards, which the thieves use to spend money of the card owner were removed and handed over to the police.
The 3 suspects who are carrying Bulgarian passports were subsequently arrested at two different hotels on the Seychelles main island of Mahé, following investigations carried out by different units of the police force in collaboration with the Seychelles bankers association.
They are facing prosecution for theft of data and conspiracy to commit a felony, which carry prison terms of up to 10 and 7 years respectively.
The 3 suspects are also being prosecuted for unauthorized access to a computer with intention to commit a crime and unauthorized modification of a computer; two offences under the Computer misuse Act.
The charges carry prison sentences of 8 years plus a fine of around $2 thousand and 5 years imprisonment in addition to a fine of around $1,500 respectively.
The card skimming incident has forced the respective banks in Seychelles to block over eight hundred ATM cards and issue new ones with new passwords to their clients, although no client funds were extracted during that the skimming attempts.

Vice President Danny Faure will be representing President James Michel to the 35th annual SADC Summit being held from the 17th to the 18th of August 2015, in Gaborone, Botswana. The Seychelles delegation consists of Minister Joel Morgan, Principal Secretary Jeanne Simeon, Ambassador Claude Morel, Permanent representative to SADC, and other senior officials from the Department of Foreign Affairs and Ministry of Finance, Trade and the Blue Economy.
This year's theme which has been dubbed as "Accelerating industrialization of SADC economies through transformation of natural endowment and improved human capital", highlights the strong importance that the region is giving to the industrialization strategies being pursued in order to create more dynamic capabilities within industries of respective member states and consequently improving the overall industrial efficiency of the region as a whole.
The Summit is being preceded by the Council of Ministers meeting being held from the 14th to the 15th of August 2015, where the Seychelles delegation is being led by Mr. Joel Morgan, Minister of Foreign Affairs and Transport. Minister Morgan took the opportunity to confirm Seychelles' ratification of the SADC Protocol on Trade, which concluded the country's accession process to the Community's Free Trade Area (FTA). In his intervention, he expressed his sincere gratitude towards the SADC members and the SADC Secretariat for the cooperative manner in which they approached the accession of Seychelles and their understanding for the country's sensitivities and vulnerabilities as a small island developing state.
Amongst a number of other issues of national importance being discussed in the meeting, is that of funding possibilities for regional infrastructure projects, where Seychelles is actively pursuing opportunities for funding for national priority projects.

The Office of the President has announced the appointment of Mr Bertrand Belle as a Special Advisor to the Vice-President.
Mr Belle completed a Master's Degree in Public Administration in International Development at Harvard University earlier this year.  His studies had been funded through a scholarship granted by Harvard University.
He also holds a Master's degree in Chemical Engineering from the University of Manchester.
Prior to proceeding on his studies in 2013, Mr Belle had served as Principal Secretary for Economic Planning in the Ministry of Finance & Trade.
His new appointment will enhance the policy development capacity of the Office of the President, particularly in addressing the emerging challenges in the interplay between economic and social development.  Mr Belle will also be able to provide special assistance in long-term planning and project development across the public sector

Vice President Danny Faure represented President James Michel, at the 35th annual SADC Summit being held in Botswana, Gaborone from the 17th to 18th of August 2015.
The 35th SADC Summit, which regroups Heads of States and Governments from the region’s 15 member countries, was held under the theme "Accelerating industrialization of SADC economies through transformation of natural endowment and improved human capital". The theme highlighted the strong importance that the respective leaders are continuously placing on the development of the socio-economic landscape of the region as a whole. The new theme aims to galvanize the industrial development process, leading the higher industrial output from the region, employment creation, and ultimately a general improvement in the quality of life for SADC citizens.
In his opening remarks, President Khama of the Republic of Botswana, who is also the incoming Chair of SADC, highlighted the important contribution that SADC  continues to play in shaping the region in terms of economic development and the safeguard of peace and security. The incoming Chair emphasized the fact that countries cannot aim to achieve full development in isolation, but should rather act as a group, consolidating their collective aspirations and drawing from each other's comparative advantages.
Delegations at the Summit labeled SADC as a beacon of hope, laying the foundation for peace and security and socio - economic development of the region, a foundation instilled by the values of the founding fathers of the Community in their quest for independence. In his remarks, President Mugabe of the Republic of Zimbabwe, the outgoing Chair, reminded the summit of those values and called upon members of the region to continue working in unity to ensure progress and advancement of the region.
The Summit expressed its strong commitment in tackling poverty by building a strong and prosperous region were no citizen is left out. The speakers also spoke of the increasing The Summit also addressed the involvement of women in decision making positions, which demonstrated the will of all members of SADC in ensuring gender balanced development.
The Summit also heard maiden speeches made by newly elected leaders of the Kingdom of Lesotho, Republic of Zambia, Republic of Mozambique and Republic of Namibia.  The speakers paid tribute to SADC for its role played in promoting free and fair elections in these countries and the continued application of democratic principles and the rule of law.

By March next year, Air Seychelles will be equipped with a full suite of technology that will support the carrier’s global business as well as enhance guest experience and revenue-generating capabilities.
This follows the signing of a memorandum of understanding (MoU) between the national airline and Sabre Corporation, a global technology provider.
Using Sabre’s robust and flexible software, SabreSonic, Air Seychelles will be able to further optimise daily operations, drive incremental revenues and ancillary revenue opportunities.
It will also provide guests with more personal travel experience through tailored services, delivering an overall more consistent guest experience, with a faster, smoother check-in process.
The agreement was signed at La Plage Restaurant last Friday by the chief executive of Air Seychelles Roy Kinnear and Shane M. Batt, the vice president global sales at Sabre, in the presence of Air Seychelles’ staff members and the airline’s partners, among other distinguished guests.
Over the months ahead, Air Seychelles staff involved with guest services, behind the scenes system and related activities will be following an extremely intensive training programme. The students of the Seychelles Tourism Academy will also have a new training programme added to their module to teach them how to use this new technology.
Mr Kinnear said with a more complex business and more airline partners, the timing is right to introduce a technology solution which is focused on enhancing the guest experience.
He pointed out that the new platform will not only be cost effective but also have an impact on the staff.
“It brings a more efficient operation in an airport which allows check-in staff to actually spend more time focusing on the guest rather than systems,” he said.
Mr Batt said guests will also have more control and flexibility as it will be possible to book tickets and manage itineraries on smartphones or tablet devices, as well as check-in online for both domestic and international flights.
“Air Seychelles’ success is Sabre’s success; even though you are not the largest carrier we have, you are one of the most important. This is because the Seychelles represents quality, hospitality and quite simply paradise, and that is the type of product Sabre wants to be associated with,” Mr Batt said.

Air Seychelles has announced that it will operate 21 additional return flights between Mahé and Praslin in support of the Feast of the Assumption taking place this weekend on La Digue.
The Feast of the Assumption is a Roman Catholic holiday that falls on August 15 and is dedicated to the Virgin Mary, who is the patron saint of the island of La Digue.
The flights have been scheduled from today to Monday August 17, providing an additional 714 seats, to facilitate travel for residents and tourists wishing to attend the annual religious celebration.
Roy Kinnear, chief executive of Air Seychelles said: “The Feast of the Assumption is an important cultural event on the national calendar that attracts hundreds of people every year.
“We are delighted to meet the high travel demand for the festival, especially from residents of Mahé, by operating 21 additional flights.
“These flights are quick, taking only 15 minutes on our modern Twin Otter aircraft, and have been conveniently timed for the mid to late afternoon on both days.”

Twelve young women have received certificates after completing training in how to start up their own business.
The one-week workshop was organised by the Women in Action and Solidarity Organisation (Waso) and was held at the Ceps (ex-Lungos) offices.
The certificate presentation ceremony took place in the presence of Waso’s chairperson Rosemary Elizabeth; the Minister for Investment, Entrepreneurship Development & Business Innovation, Michael Benstrong; the chairperson of Ceps (Citizens Engagement Platform of Seychelles) Jules Hoareau; representatives of Barclays Bank, Seychelles Licensing Authority (SLA) and the Development Bank of Seychelles (DBS).
Ms Elizabeth said this workshop was for women who wanted to venture into their own little business.
“This one-week workshop gave the 12 participants basic skills they need to venture into their own little business in the future. All participants were eager to learn, they all wanted to achieve something and be prosperous.  Now they have the skills required to make their business become a reality,” Ms Elizabeth said.
She added that a second phase of the training will take place in November where the women will gain more knowledge on how to make their business effective.
In his closing remarks Minister Benstrong sad that women need to step up and make their dreams become a reality.
“It is a pleasure to see young women who want to move forward by starting their own business.  By coming to this one-week workshop you gave yourself the opportunity to gain new skills that will benefit you in the future, and remember starting a business at first is hard, so you should all persevere,” the minister said.
After the presentation of certificates guests were able to view an exhibition in which were displayed some of the items produced during the training.
The training was facilitated by the DBS, SLA and Barclay Bank (Seychelles).

Economic cooperation between the Seychelles and the French region of Normandy a long date. Precisely in 1964 when was created by Francis Herbet 'Friends of Seychelles in Normandy'. This association since work precisely for greater cooperation between the two countries at all levels: economic, tourist, cultural, educational, sports and more.
The Seychelles were first presented at the International Fair of Rouen in 1983. "If you work with Normandy, you work with two-thirds of France" continues the consul, who insists that cooperation and economic development go through communication and encounter.
"If you can not talk to people it serves no purpose. It is important to be seen and communication skills, "he said.
Note last actions as the passage of various artists in the Seychelles Norman towns, training local cadres in various fields, participation in the Children's Festival and preparation in Normandy Seychellois athletes for the last two editions of the Games of the Islands the Indian Ocean.
As part of the Rencontres Internationales Seychelles organized by the organization 'the Indian Ocean Friends' until 22 August, and in order to expand this cooperation, was held yesterday at the National Cultural Centre Victoria II Seychelles Economic Day - Normandy. After the successful first edition last year, the common potential areas for both partners had been selected for this second edition: youth employment, agriculture and horticulture, marine, education and tourism.
Interventions are therefore came from the following institutions: the National Youth Council (SNYC), the Agriculture Training Center and Horticulture (SAHTC), the Maritime Training Centre (SMTC), the Tourism Board (STB) , the Seychelles Port Authority (SPA), the Promotion of Small Enterprise Agency (Senpa) and The Seychelles University (UniSey).
The half-day trade was attended by the Minister of Social Affairs, Community Development and Sport Vincent Meriton, the mayor of the Normandy town of Berneval le Grand Patrice Philippe, president of the community of communes of Petit Caux Patrick Martin, representatives of Peking University, teachers, students, sportsmen and other guests.
Minister Meriton noted that Seychelles islands, "and we sail like islands in a very turbulent ocean."
He added that since it is difficult to operate in a world so hard and despite our small size, Seychelles want to be visible in this world. This meeting is part of this search for visibility, he said.
To remind that Normandy is located in north-western France. The region is further divided into two sub-regions, the Upper and Lower Normandy. Its main cities are Grand-Quevilly, Cherbourg, Bayeux, Le Havre, Dieppe, Caen, Rouen, Evreux, Petit Caux, Lisieux, Tourville, Deauville, Honfleur, Saint-Lô, Alençon, St. Peter Port, St Hailing and Bernay .
The main activities of the region are tourism, fishing, agriculture, automotive, ship manufacturing and nuclear power. Among the biggest attractions are Mont St. Michel, the International Kite Festival or horse racing. Although it does not mean a large area vineyards, Normandy is producing beverages like Cir and Calvados. Among cheeses, it identifies the Pont l'Eveque and Camembert.
Normandy also has a very rich history. It is in Normandy in June 1944 landed the US Army and allied troops from the German Nazi defeat and end the Second World War. Many memorials were erected in memory of the famous landing.
In the historical dimension, Mr Herbet did not fail to add a link with Seychelles, even to challenge the discovery of the islands by the Portuguese Vasco da Gama.
"The first to set foot on the Seychelles territory was a Norman. It was Jean Cousin browser in 1488 from the port of Dieppe, was gone on the Spice Route and stopped in the Seychelles, "he says.
A case likely to follow!
Meanwhile, the Seychelles International Meetings continue today with an exhibition from 9:00 am at the National Cultural Centre. Tomorrow will see the same place and at the same time the beginning of a popular fair. Both activities will last throughout the next week.
Sports activities will start Sunday with a hiking Danzilles (Bel Ombre) in Cap Ternay. They will continue on Monday with the Referee and Judges Day at the Roche Caiman swimming pool from 9:00 am. The biggest sporting event remains undoubtedly the 24 Hours of Seychelles for the March to be held from 10 am as follows: Wednesday at Hotel Berjaya Beau Vallon Bay of Beau Vallon on Thursday at the campus of the University of Anse Royale, Friday at Ile Perseverance and Saturday, August 22 on the streets of Victoria.

President James Michel met with the President of Cyprus, HE. Nicos Anastasiades at State House, last Friday.  President Anastasiade was on private visit to Seychelles and leaves the country today.
President Michel wished President Anastasiades a pleasant stay in the country and recalled the strong ties of friendship between Seychelles and Cyprus, following the exile of Archbishop Makarios in the 1950s in Seychelles, who later became the first President of the Republic of Cyprus.
“Cyprus and Seychelles share strong historical links. We greatly value our historical bond through Archbishop Makarios and appreciate the many years of friendship we have enjoyed, and which we still enjoy. Archbishop Makarios is part of the history of Seychelles. He loved Seychelles and the people whilst he was here,” said President Michel.
President Michel said that Seychelles and Cyprus, as two island maritime nations,  both give a lot of importance to the development of maritime resources and tourism.
They spoke about the ways to strengthen tourism, trade and investment partnerships which will boost exchanges between the two countries.
They noted that they already have in place a Joint Seychelles-Cyprus Commission with the aim of strengthening of bilateral relations in various areas.
“We have had the opportunity to work very closely with Cyprus at the multilateral level mainly through the EU, the Commonwealth and the United Nations. In all these fora, we have appreciated the support of Cyprus on SIDS issues, including the Blue Economy, and Climate Change,” said President Michel.

The Seychellois public and visitors alike will be exposed to diverse cultures through the art of dance during the forthcoming Biennale de Danses des Seychelles from August 24 to September 8.
Organised by the National Conservatoire of Performing Arts (NCPA) with the collaboration of the Ministry of Tourism and Culture, the biennale, now in its eight year, is also aimed at allowing invitees from abroad to have an insight into the traditional dances of Seychelles.
This year’s event will see the participation of ‘Guirlande’, the performing dance company of the NCPA which will also present new dance works from local choreographers Ruth Barbé and Joel Rose.
Guest companies from Réunion, Mauritius and Madagascar will equally be present. Charlotte Pook, a choreographer from the United Kingdom will also be conducting workshops during the two-week biennale.
This year’s programme will include daily dance classes from Seychellois, Réunionnais and Malagasy dance teachers.
All will culminate in a grand show to be held at the International Conference Centre (ICCS) in the evening of September 5. Tickets for the show cost R100 apiece and can be bought at the NCPA and the National Arts Council (Nac).
In a short ceremony at the National Cultural Centre yesterday afternoon, representatives of the event’s sponsors made their respective donations to the principal secretary for culture Benjamine Rose. They are Air Seychelles, Etihad Airways, Seychelles Breweries Ltd, Maritime Training Centre (MTC), Nac, Kankan, Eden Bleu, Eden Island and Mason’s Travel.
