Forum explores ways to ease business climate

Forum explores ways to ease business climate

30-May-2014
Managers, owners and representatives of businesses and potential investors yesterday took part in open discussions with government decision-makers in an effort to explore ways to further improve the ease and environment of doing business in Seychelles.

This was during a national investment forum organised by the Seychelles Investment Board (SIB) and its partners in collaboration with government.

Vice-President Danny Faure launched the discussions during a ceremony at the International Conference Centre (ICCS) which was attended by the Minister for Finance, Trade and Investment Pierre Laporte, key government officials, members of the business community among other guests.

During the opening ceremony an agreement was signed between the SIB and Trop-X (Seychelles) Limited, a securities exchange company.

The chief executives of the two bodies Rupert Simeon and Bobby Brantley respectively signed the agreement.

The agreement forms part of SIB’s outreach programme to work more closely with its different partners both locally and abroad and this through strengthening collaborations.

Speaking after the signing Mr Brantley said Trop-X is very excited for the opportunity to work with the SIB noting that he is looking forward to the different ideas and various outcomes that will come out of the forum as they will no doubt be very beneficial for the economic development of the country.

For his part Mr Simeon noted that the agreement is only the first as others are being negotiated with local and international based companies.

A revamped website which forms part of the SIB’s recently updated and upgraded promotion tools and material was also re-launched during yesterday morning’s opening ceremony.

Mr Simeon said the website is another example of how using IT can make investment policy guidelines more accessible to the public as the website can be accessed through smart phones.

Addressing guests and those taking part in the discussions, Vice-President Faure said the forum was an opportunity for both the public and private sectors to make an assessment on existing policies and how these policies are impacting on their business and ultimately the growth of the Seychelles economy.

“While making this assessment we will welcome your input which will allow the Minister for Finance, Trade and Investment the opportunity to fine tune and make the necessary adjustments where there is a need,” added VP Faure.

He pointed out that as the Ministry of Finance is spearheading a team to prepare the country’s national development plan 2015-19, the  recommendations, views and other inputs coming from the forum will be explored and taken into consideration.

“We remain concerned with the present business climate and we all agree that it needs to improve and needs to be fixed. This forum will give a new momentum and new impetus to tackle the persistent bottlenecks impeding the ease of doing business in our country,” he stressed.

He noted that government has already taken steps in this direction and these include introducing the Insolvency Act , the online Vat return and business activity statement, the Asycuda programme, among others.

He remarked that while many may feel that these are not enough, others may feel that only some of the problems have been fixed while others believe that we should remain focused on what we have achieved and consolidate our gains.

He further stressed that fixing the problems in this area is a collective endeavour, the outcome of which is of mutual benefit where the country stands to gain.

He expressed the hope that the forum will serve this purpose.

Among the different topics of discussion in the forum were policies and procedures governing investment approval in sectors like construction, financial services, fisheries, ICT, renewable energy, tourism, trade and transport.

Work starts on new commercial fishing quay in Seychelles' Port Victoria

(Seychelles News Agency) - Work to build a new tuna quay to reduce unloading time of purse seiners and relieve congestion in the Seychelles Port of Victoria is starting soon following the groundbreaking ceremony for the project this morning.
The foundation stone for the project, which will cost between $ 15 million and $ 20 million, was laid by the Seychelles Minister for Finance, Trade and Investment Pierre Laporte and Jacques de Chateauvieux, Chairman and Chief Executive of Jaccar Holdings.
Reunion-born de Chateauvieux is ranked 64th richest in France with an estimated wealth of 800 million euros according to Challenges magazine.
This public and private sector partnership involving the Seychelles Government and Luxembourg-based Jaccar Holdings will see the construction of a 425 metre commercial fishing quay at Ile du Port, a man-made island next to the Port Victoria, the main port of the Seychelles capital.
The new facility will provide 5 berthing spots, open to all ship owners.
A Victoria-based joint venture, Ile du Port Handling Services (IPHS) has been incorporated to run the project on a Build-Operate-Transfer (BOT) basis. This means that the new company will construct and manage the quay, and transfer it to Government after recovery of the construction cost.
The agreement for the joint venture was signed in March this year.
After the first board meeting this afternoon to validate the project, work will start by local construction company Vijay Construction and is scheduled for completion by November 2015.
Noting that Port Victoria is the main Indian Ocean Centre for unloading and transshipment of tuna, Seychelles’ Natural Resources Minister Peter Sinon, said “the new onshore infrastructure will boost the seafood hub and make the ‘Blue Economy Concept’ a reality.”
Sinon said the quay will be followed by the addition of new cold storage and fish processing plants.
An average of 200,000 metric tonnes of fish are landed and transhipped in Port Victoria every year and according to statistics from the Seychelles Fishing Authority, fisheries accounts for an income of $370 million yearly into the Seychelles economy.
The archipelago’s Home Affairs and Transport Minister Joel Morgan said the new quay will relieve congestion and make it more flexible for vessels to operate in Port Victoria.
“The new facility will reduce average time at quay for each vessel to a maximum of 4 days,” said Morgan adding that this is crucial at a time of increasing competition in the region.
Morgan also said that the facility will mean a new national asset for Seychelles.
There will be efficient unloading of catches with dedicated handling equipment to unload (or load a minimum of 300 tonnes per day per vessel, while preserving the temperature and quality of tuna.
The quay is expected to cost up to $20 million and will be financed on an 80%-20% debt-equity basis.
A JACCAR representative told SNA that 20 percent of the funding for the project will be secured by the Societe Seycheloise d'Investissement, in conjunction with Jaccar and local private businessmen.
The remaining 80 % will be loaned by various banks, notably the African Development Bank (AfDB) and the European Investment Bank (EIB).
JACCAR Holdings includes a portfolio of businesses concentrated on marine and offshore activities, shipbuilding and shop ownership, property development and fishing in Reunion island, an overseas department of France in the Indian Ocean, as well as Vietnam and China. The holding company is the main shareholder of Bourbon as well as Greenship Bulk, Greenship Gas and SAPMER Holdings, as well as a shareholder of the Chinese shipyard Sinopacific Shipbuilding.
The Reunion-based tuna fishing company SAPMER will also build a fish processing and storage facility, also on Ile du Port, which will be developed at the same time as the fishing quay. It currently operates from Reunion island with a fleet of 12 vessels, long liners and tuna purse seiners, making it one of the largest fishing companies of the Indian Ocean region.
According to the Seychelles Fishing Authority, SAPMER has 3 purse seiners licensed to fish in the Seychelles exclusive economic zone, and has said it plans to apply for more licenses in the future.

“You should always remain confident even if you end up winning or losing” Miss Seychelles Contestant 12 Ronda Sidonie
Ronda Sidonie Miss Seychelles 2014 Contestant 12 (Seychelles Tourism Board)

(Seychelles News Agency) - The journey of twelve young Seychellois girls trying to be crowned Miss Seychelles… Another World 2014 beauty Pageant will come to an end in less than 24 hours when one of them will take home the prestigious crown.
For the last contestant in the SNA profiles, twenty year old Ronda Sidonie describes the last few months as an amazing learning experience which she feels will enable her to help the community but also to develop strong, long lasting relationships with the other contestants.
A past food and beverage student at the Seychelles Tourism Academy, Sidonie is currently self-employed.
The young lady from Hangard Street on the periphery of the capital of Victoria, can see herself running her own business in the fashion industry, creating new designs and also dreams of becoming a professional international model in future.
In her spare time, she either listens to some music, watch TV or spend quality time with family and loved ones.
For Sidonie, her motivation comes from her parents.
“They are the reason I wake up every morning, and the reason why I am here participating in Miss Seychelles… Another World 2014. They taught me never to give up and to always believe that my future could be whatever I dreamt it to be; I love them and thank them for giving me life,” she told SNA.
Being a strong advocate in the fight against drug abuse among the youths, Sidonie says she will work hard at educating the youths to say no to drugs if she is fortunate enough to win the title.
“…It is important for the Seychellois youths to be educated about the different types of drugs and their negative effects in order to prevent them from using those substances in the first place. Since the success rate is low when it comes to detoxification of people on hard drugs like heroin, I feel that new systems should be put in place ……..hopefully promoting other people in the community to come up with innovative ideas that may help,” she told SNA.
Sidonie would like to get involved in providing counselling to those in need, becoming a support for young addicts, while hopefully working hand in hand with the Wellness Centre, which she has already visited, at Anse Royale in the South of the main island of Mahe, where addicts are given help to stop or reduce the use of drugs and to reintegrate into their communities to lead healthy and productive lives.
Aside of her desire to educate young people on the danger of drug abuse, if crowned Miss Seychelles she also hopes to continue the work of the reigning Miss Seychelles Agnes Gerry, to promote the archipelago internationally, by showing that Seychelles has a lot more to offer than just its pristine beaches.
When challenged by SNA on how confident she is about receiving the Miss Seychelles title, Sidonie’s reply was “yes, because I think you should always remain confident even if you end up winning or losing, however I think all the girls are different in their own way and all twelve of us stand a good chance of winning the crown.”

Seychelles’ new family fun park gets thumbs up from children and parents

(Seychelles News Agency) - It’s been barely a few hours since it opened its doors and the brand new family fun park aptly named “Paradis des Enfants” (Children’s paradise) located at ‘La Promenade’ in the Seychelles capital of Victoria got rave reviews from the young critics who were at its official opening ceremony earlier this evening.
It was organized gleeful chaos at the playground, as the boys and girls of different ages gushed at each new discovery.

While most people would have thought the youngsters would all make a beeline for the ice rink – a first in Seychelles, the reality proved to be quite different as most children interviewed by the SNA were tripping over each other to get a chance at the slides and carousel.
The brightly coloured carousels proved to be real hits with the under twelve age group and the swings and caterpillar slide brought back fond memories of their previous playground.

“I like this fun park, it is more modern and has different entertainment for us, but I preferred the old one because it was more spacious, the toys were well spread out. This is somewhat tight, but still it is great fun. I am going to have hours of fun here,” exclaimed twelve year-old Ella Petrine who claimed that her favourites are the new skating rink and the carousels. She added that at the old playground the monkey bars had been her favourite and wished some would be added to the fun park.
For his part Gael Banane was looking forward to some serious sliding and reaching some heights on the swings.
Enjoying a game of chess at tables designed especially for this, 11 year-old Ryan Cupidon was very enthusiastic about the carousels and stated that the new fun park is much better organized and more beautiful than the old playground, although he would have preferred to have the attractions of the “Paradis des Enfants” in the location of “Zarden Zanfan” the old children’s playground closed down for some time now, only a few metres away.
Echoing these sentiments Larry Antat was full of praise for the slides and declared himself as being enchanted by the cartoon characters roaming around the park. ‘I wouldn’t mind having my photo taken with Mickey Mouse,” he said.
Seychelles National Children’s Council Director Ruby Pardiwalla said the NGO welcomes the return of an area dedicated to the children.
“I think it’s lovely to have a playground back again for the children. It is a safe place where they can come with their family so that they can spend quality time together.”
NCC had for a while been in charge of running the previous playground and although “Paradis des Enfants” has its own management company Pardiwalla said NCC has been involved all along and is represented on the board.
“We will always be there to accompany Seychellois children,” she stated.
As a parent Anna Rose Beaudoin had a hard time convincing her little girl that it was time to go home and that they would come back another day.
‘It is lovely, just lovely, but I sincerely hope they do not allow it to fall into the same state of disrepair as they did the previous one. That one too was partly the result of a generous donation, I think Mr. Willy Leib contributed a lot towards it, now Sheikh Khalifa has helped make this one a reality, we should take care of it and this way we can truly show our appreciation for such a gift,” she reflected.
It was Seychelles President James Michel who opened the “Paradis des Enfants” family fun park in the company of his daughter Laeticia Michel and a primary 6 pupil of Cascade school Shiniqua Eastwood, who won the national competition to name the fun park.

“On behalf of the people, and in particular the children of Seychelles, I would like to thank the President of the UAE and Ruler of Abu DhabiSheikh Khalifa bin Zayed Al Nahyan, and the people of the UAE for the donation of this beautiful family fun park. It will be an important centre for family life and the development of good, healthy recreational habits, which will benefit our society and be a source of much enjoyment for all Seychellois children,” said Michel in a statement.

The park cost $ 3.7 million to build, it was financed by a $ 2.4 million donation from the Government of Abu Dhabi of the UAE, and the remaining amount by the Government of Seychelles, partly through collection of the Corporate Social Responsibility Tax.
The project started towards August 2013.
Families have free access to the Fun Park while some areas such as the ice rink and electronic games centre can be accessed by paying a fee.

ISPC gives gala dinner proceeds to STA

ISPC gives gala dinner proceeds to STA

29-May-2014
The Seychelles Tourism Academy (STA) has received a cheque for R150,000 from the ISPC – a one-stop shopping for chefs, sommeliers, maîtres d'hôtel and food lovers.

STA principal Flavien Joubert received the cheque from ISPC chief executive Alfred Fourcroy earlier this week at the National Cultural Centre in the presence of Tourism and Culture Minister Alain St Ange, tourism principal secretary Anne Lafortune, STA’s general manager Peter Moncherry and representatives of Cable & Wireless and Air Seychelles.

The money was raised during a gala dinner held recently as part of the Seychelles national culinary contest where the winners prepared their dishes for distinguished guests.

For the past six years the ISPC has been organising the cooking competition for Seychellois chefs who must display their culinary theory and practical abilities to a panel of judges, including Michelin chef Lionel Rigolet from Belgium.

From the 60 chefs who entered the competition, only 15 made in to the finals – five in each of the three categories: starter, main course and desert.

The winner of the three categories receive prizes from Air Seychelles, Constance Hotels, and also Cable & Wireless as an all-expense paid trip (plane ticket, hotel and cash).

Mr Joubert said that the funds raised from this dinner will be used for renovation work, for students who are in need and also as incentives for students who work.

“It is a policy of mine that when my students work at an event, they get paid. We don’t want the students to be working for free so instead of using government funding we use the money we have saved for such endeavours,” said Mr Joubert.

Mr Fourcroy said the next culinary competition finals have been slated for November 4-6 at the renovated STA at La Misère and the preliminary contests will take place at the end of September.

We present to you the winners in descending order and the prizes they won. The photos were taken by Patrick Joubert.

“I am very happy and proud of myself after the win. It’s a big achievement. I have made members of my family proud and I’m sure they are also proud of me. I’m third time lucky after twice losing in the first round in the past. This win will surely boost my confidence as I wish to continue singing at a very high level in the future. I am thinking of joining a band at Anse Boileau, but in the meantime I will continue practising music with my 14-year-old brother who plays most instruments. We also do some recordings at his friend’s place and this helps me to work on improving my voice and to be ready for the forthcoming performance in Indonesia,” said 15-year-old Audrey Philoé.

I think what gave me the nod over the other two finalists is the song ‘Give me one reason which I sang a capella. There has been a number of critics all along, but they have only made me stronger and more determined to do what I like doing best. I hope to get the chance to do some gigs and sing with some big local singers in the future. I also want to release an album of my own one day.
