New move readies Seychellois to better handle investments

New move readies Seychellois to better handle investments - 28.03.2012

A group of local people are being prepared to better deal with treaties and disputes in view of the more vibrant investment climate in the country.

PS Fanny (second left, photo above) addressing the delegates at yesterday’s launch of the three-day workshop
They are adding skills in investment treaty negotiations and disputes in a three-day workshop being held at the Seychelles Institute of Management (SIM).
Organised by the Seychelles Investment Board (SIB) in collaboration with the International Institute of Sustainable Development (IISD), the training is being led by consultants Nathalie Bernasconi and Mahnaz Malik, who have ran similar workshops elsewhere in the region.
Present at the launch yesterday morning was principal secretary for finance, trade and investment Steve Fanny, several chief executives and member of the National Assembly Hubert Hoareau.
The SIB’s chief executive Sherin Renaud said the training comes at an opportune time, when the government is putting more and more emphasis in ensuring the business environment and climate is one which is conducive for investment.
“It also furthermore aligns with the long-term strategic vision of our country, which is to double our GDP,” she said.
“Having a string of contracts is not only a win-win situation for both parties in terms of economic gains but it is also healthy for the development of the country. When every party is fully aware of their obligations under a contract, this ensures that the development can be completed with minimum difficulties and also promotes the culture of accountability and commitment towards the investment being undertaken.”
The SIB aims to at the end of the workshop have those who took part be proficient and have better knowledge on issues relating to investment contracts and treaties.
“It is my sincere hope that the information gathered at the end of the three days and skill gains are not shelved, but instead used to the maximum for the benefit of our country,” said Ms Renaud.
The IISD monitors the negotiation of investment treaties worldwide and disputes arising from these. They also work with developing countries to develop their policies on investment treaties.
PS Fanny said Seychelles has – over the past few years – signed bilateral investment promotion agreements with three countries in attempts to promote foreign investments and these agreements outline the scope, obligations, rights and privileges of both parties and make provisions for investment protection, fair and equitable treatments, expropriation of profits and many more.
“Commitments made under an investment treaty or agreement are here to stay for the entire duration of the arrangement and it is important that those involved are well versed in treaty negotiations and that our treaties also reflect international norms,” he said.
“At this stage in our economic development, Seychelles needs foreign investment and finding the right investors with Seychelles’ interest at heart is not always an easy task. We therefore have to be mindful of the long-term effects these investments may have, if not negotiated properly from the outset, which could mean legal implications, the augmentation of costs, socio-economic and environmental impacts on our limited resources,” he said.
The training will come to an end tomorrow.

Districts team up to offer community fire awareness

Districts team up to offer community fire awareness - 28.03.2012

Residents of the Beau Vallon and Bel Ombre now know a lot more about fire safety, how to be aware of the dangers but also how to effectively combat a fire.
A workshop was held for them at the Berjaya Bay resort which started with lunch given by the hotel.
Also present for the occasion was the Bel Ombre member of National Assembly Galen Bresson, acting district administrators for the two districts, general manager of the resort Ken Choo, head teachers and students.
The workshop was initiated by the resort with input from the community development department and the Seychelles Fire and Rescue Services Agency.
Special adviser to the minister on community development Dan Frichot thanked Mr Choo for his “excellent endeavour”.
“Such pro-activeness and good intention towards ensuring a safe community is in line with the department’s vision and one of its priority areas of action aiming at creating opportunities for more engaged public/private partnership in community development, and we are deeply grateful to Mr Choo for the noble contribution in improving community welfare,” he said.
“We need to remind ourselves that fires cost lives, they destroy property and drain resources. Investing in ‘fire-free’ communities is being engaged in building safer communities,” he said.
Mr Frichot also called on other private organisations to follow the initiative and see how best they can contribute towards making their communities safer as well as joining their communities in finding solutions to local problems.
Chief fire officer Andre Morel said many fires can been avoided, citing examples of how simple acts of negligence have cost people dearly.
“Fires which are accidents can and do happen, but it is most sad when fires destroy property due to negligence especially since it costs a family and the government so much to replace and rebuild, and that’s why we place so much emphasis on awareness and prevention.”
The residents looked at a fire engine outside and learned about its surprisingly many functions besides fire-fighting such as its ability to serve in rescue operations.
Jones Madeleine – who was leading the workshop – showed them some of the equipment fire fighters use in the truck, such as fire extinguishers, hydraulic cutters, spreader, water pumps, breathing apparatus, chainsaws and chemical suits.
The residents learned about the common causes of fire and hazards, classification of fire and best extinguishing media for fires. Other topics included negligence at home, fire safety equipment and their related products and instructions on how best to deal with a fire in the various situations one might encounter.
The fire fighters showed them how to deal with fires, for example if a person was aflame.
The residents got certificates at the end of the workshop. Mr Choo said other hotel groups have expressed interest in hosting similar workshops.

FIRST SEYCHELLES AMBASSADOR ACCREDITED TO THE REPUBLIC OF HUNGARY

Seychelles Resident Ambassador in Brussels, Ms. Vivianne Fock Tave, became the first Seychelles Ambassador to the Republic of Hungary when she presented her credentials to President Pal Schmitt in a ceremony held last month on 22nd February.

“Cooperation between Hungary, a Member State of the European Union since 2004, and Seychelles has great potential. For example, the Republic of Hungary has many reputable universities offering courses in English. Due to the cost efficiency of studying in Hungary compared to other countries, many international students, including those from the EU Member States, are making use of such opportunities. We should consider doing so too, especially in such courses not currently being offered by the University of Seychelles,” remarked the newly accredited Seychelles Ambassador.

Seychelles and the Republic of Hungary established diplomatic relations in 1977. Since then, many Seychellois students have studied in the historical city of Budapest.

AFRICA PROUD TO ANNOUNCE TWO BACK TO BACK TOURISM EVENTS

AFRICA PROUD TO ANNOUNCE TWO BACK TO BACK TOURISM EVENTS

The SADC and RETOSA Meetings in Mauritius this week was an opportunity for Seychelles and Zimbabwe to tell Delegates and Press of major tourism events coming to Africa.

The world is still reliving the successful FIFA World Cup that was held in South Africa which did Africa proud and the world has just witnessed the closing ceremony of another successful annual Carnaval International de Victoria hosted this year by Seychelles & La Reunion and as usual held in early March in the Seychelles.  Such world recognized events are positioning Africa firmly on the travelling routes of holiday makers from far and wide.

In July 2012 Seychelles has been chosen to host ROUTES AFRICA and in August 2013 Zimbabwe and Zambia will jointly be hosting the UNWTO General Assembly. Both these events bring the world to Africa and both these events require Africa to showcase itself as proud hosts.

Minister Alain St.Ange, the Seychelles  Minister for Tourism and Culture spoke about the ROUTES Africa forum that will be held in Seychelles from the 8th to the 10th of July. Minister St.Ange said that the Routes Africa 2012  forum in the Seychelles will bring Airlines, Civil Aviation Authorities and Tourism Boards together to see how the challenges facing the world of aviation and tourism can best be tackled. “The world economics is changing fast, the aviation climate has changed and it is so important for everyone to meet and discuss the situation on hand instead of throwing in the towel. Cooperation and the spirit of working together is today more important than ever before” Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture said.

‘Seychelles is hoping to work with the Routes Organizers to add a new dimension to Routes Africa this year. Cruise Ships brings to Africa more and more the possibilities for fly cruise tourism and this is dependent on good air access.  “Seychelles believes that the triangular approach to tourism (Airline, Civil Aviation Authority and Tourism Board) can be further expanded to touch shipping as this remains a clear potential. This is why we are looking through Mr Hans J. Niebergall, the President & CEO of SAARPSCO (South Asia and Africa Regional Port Stability Cooperative) to have major cruise ship companies and agents to also join in Routes Africa 2012 and open new avenues between Europe and the African Continent and its islands” Alain St.Ange, the Seychelles Minister for Tourism and Culture said.

Dr Bradah Maunganidze, the Permanent Secretary for Zimbabwe Tourism and Hospitality Industry Ministry spoke about the UNWTO General Assembly which will be jointly hosted by Zimbabwe and Zambia.  “The waterfalls of Zimbabwe and Zambia will be the backdrop of this World Tourism Event. We are leaving no stones unturned as we prepare to welcome the world of tourism to Africa.  Our continent has it all and this coming UNWTO will be another unique opportunity to showcase a world treasure to delegates joining the next UNWTO General Assembly which will be held from the 24th to the 29th August 2013” said Dr Bradah Maunganidze of Zimbabwe.

The success of this important events depends on Africa uniting behind the events. FIFA World Cup in South Africa was the success it was because Africa stood behind South Africa and this is why both Seychelles and Zimbabwe were out to tell Africa to join hands for the two back to back Tourism Events that will be held in Africa in 2012 & 2013.

Seychelles Minister St.Ange to seek the support of SADC & RETOSA for Routes Africa 2012

Seychelles Minister St.Ange to seek the support of SADC & RETOSA for Routes Africa 2012

The Seychelles Minister for Tourism and Culture Alain St.Ange has arrived in Mauritius to attend the 48th  RETOSA board meeting of the Tourism Ministers and the SADC meeting.

Minister St.Ange said that the Seychellois delegation ‘’would use the RETOSA meeting as a platform to sensitize member countries of the Routes Africa 2012’’.

Seychelles will be hosting the 7th edition of Routes Africa 2012 which would be held between 8th to the 10th July.

The Chief Executive of the Seychelles Tourism Board, Elsia Grandcourt, said that the ‘’forum would be beneficial for  Civil Aviation Authorities, Airlines and Tourism bodies of  the African region and also to members of the Indian Ocean Vanilla Islands within the Indian Ocean: Seychelles , Reunion Island, Mauritius, Comoros , Madagascar and Mayotte.’’

The Executive Vice President of UBM Aviation routes David Stroud had the following message for the RETOSA members.  “We would be delighted to welcome the members of SADC and RETOSA to routes Africa 2012 in the Seychelles, to meet directly with decision makers within the air service development arena. Tourism boards are taking an increasingly targeted and strategic role in the aviation arena, using partnership with both airlines, local and international, and airports to help built demand and grow competitive aviation capacity within their regions. We look forward to welcoming them to the event.’’

Seychelles re-engagement in RETOSA follows the country’s re-admission in SADC in August 2008.

The vulnerability of the island states and the dynamism of the Southern African region make it imperative for the Seychelles tourism representatives to use the SADC tourism meeting as an opportune forum to align its strategies with those of the region

The Routes Africa 2012 forum in the Seychelles will bring airlines, civil aviation authorities, and tourism boards together to see how the challenges facing the world of aviation and tourism can best be tackled. “The world economics is changing fast, the aviation climate has changed, and it is so important for everyone to meet and discuss the situation on hand instead of throwing in the towel. Cooperation and the spirit of working together is today more important than ever before,” Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture said.
Dr. Wolfgang H. Thome, the known Uganda journalist, was among the first in Africa to bring this important forum to the attention of African airlines, civil aviation authorities, and tourism boards. Dr. Thome wrote in his personal column, “The seventh Routes Africa Conference was signed and sealed last week when the organizers and the government of Seychelles put pen to paper to formalize the announcement made a few weeks ago, when, in fact, the global media was present in Victoria to report about the Carnaval International de Victoria at the time the news was broken.
“The choice by the organizers was widely hailed as bringing the Routes Africa concept to this part of Africa for the first time, also underscoring the growing importance of the African Indian Ocean islands as a major part of aviation developments on the continent.
“Previous meetings took place in Casablanca, Cairo, Dakar, Marrakech, Swaziland, and Bamako, but never on any of the Indian Ocean islands, and the Seychelles is set to celebrate this conference as it also coincides with the 40th year of jet aviation for the archipelago.
“Airlines from Africa and those flying into Africa like the mega carriers of the Gulf Etihad, Qatar Airways, and Emirates, too, are expected to have their route development experts on site and with between 150 and 200 delegates thought to come to the Seychelles, the Routes Africa conference is surely going to be a success.
“Notably, this event comes at a time in Seychelles aviation history when more airlines than ever before are flying more often than ever before to Mahe, the latest entrant being Ethiopian Airlines, which is set to commence 4 weekly flights from Addis Ababa to Mahe in a week’s time. The momentous changes at Air Seychelles, too, have been a talking point for African aviation experts, with Etihad acquiring a 40 percent stake a few months ago, catapulting the Seychellois national airline into a sudden position of prominence, having been found worthy to be Etihad’s latest investment target, while other ailing Indian Ocean island carriers still wait and hope for a savior to come forward and throw them a similar lifeline, too.
“The choice for the Seychelles was largely a result of the now Minister of Tourism and Culture, Alain St. Ange, last year speaking at the international routes conference and both networking on behalf of the Seychelles but also making waves with his speech, and the Seychelles Tourist Board’s new Chief Executive Elsia Grandcourt then preparing the successful bid and seeing it come to fruition. Time for aviators to make a date with the Seychelles to be there between the 8th and 10th of July this year.”
It is important to appreciate that all airlines flying to Africa are all invited to this important aviation forum. Routes forums remain the gathering where countries and airlines talk to, look at, and to see the existing possibilities for the way forward.
Seychelles is hoping to work with the Routes organizers to add a new dimension to Routes Africa this year. Cruise ships bring to Africa more and more the possibilities for fly-cruise tourism, and this is dependent on good air access.
“Seychelles believes that the triangular approach to tourism (airline, civil aviation authority, and tourism board) can be further expanded to touch shipping as this remains a clear potential. This is why we are looking through Mr. Hans J. Niebergall, the President and CEO of SAARPSCO (South Asia and Africa Regional Port Stability Cooperative) to have major cruise ship companies and agents to also join in Routes Africa 2012 and open new avenues between Europe and the African Continent and its islands,” Alain St.Ange, the Seychelles Minister for Tourism and Culture said.
Seychelles is hoping that the COI (Indian Ocean Commission Islands or Vanilla Islands) will see that Routes Africa 2012 in Seychelles is their chance to showcase their regional needs. The same is for East Africa Community and SADC through RETOSA.

World Water Day

World Water Day - 22.03.2012
Value water, avoid wastage, urges PDM leader

Seychellois are being urged to stop water wastage and value this precious source of life at all times.
Mr PierreThe appeal comes from the leader of the Popular Democratic Movement (PDM), David Pierre – who is also the leader of the opposition in the National Assembly – in his message on the occasion of World Water Day today.
Mr Pierre’s message reads:
“Today is indeed a very special day; we cannot call it a celebration, but a day where we join the rest of the world to commemorate our source of life -- water.
“World Water Day is a day for great reflection, and each and every one of us needs to give water the importance it deserves. Like everywhere else in the world, water resources are increasingly under strain. The population is growing rapidly and climate change is continuously affecting most of our water sources, and Seychelles is not an exception.

“Since the theme for this year is ‘The world is thirsty because we are hungry’, it is therefore important for us to focus our attention on water’s relationship with food production and security since water is one of its most fundamental input factors. Parents as well as educators should continue to teach our children about the importance of water and how wastage can affect our water supply and food production; this will instill responsibility in our new generation and cultivate a new culture of protecting a valuable source of life.
“Seychelles has met many challenges recently, it is time for us to create a system in which we can collect the abundant fresh water that we have and that are being wasted by its flow to the sea. We can also benefit from properly and effectively collecting the water we receive from rainfall. Even if it will be costly initially, in the long run it will benefit our small nation. Authority concerned should also make available water tanks to the population, particularly to housing estates where people can use them to collect rain water for use around the household.
“I call upon all of you today, to stop water wastage and value this precious source of life at all times, for we all depend greatly on it for our social and economic development.”

New water system for La Misère

New water system for La Misère - 22.03.2012

Two years after the water pollution incident at Upper La Misère, the Public Utilities Corporation (PUC) has announced that a new water system is nearing completion and consumers will be able to connect to it within the next month or so.
The ministerial delegation is briefed on the new water installations
PUC officials yesterday accompanied ministers Rolph Payet and Christian Lionnet -- respectively responsible for Environment and Energy and for Land Use and Housing -- on a site visit to Beauvoir where new water installations have been built.
PUC chief executive Philip Morin said this involves a new piping system, a new treatment plant, while the capacity of the water reservoir has doubled from 100 kilolitres to 200 kilolitres (200,000 litres).
He said the works should be completed in a month’s time.
When that is done, PUC will be advising the 350 households concerned that a new meter will be installed, giving a two-week delay to do so.
Mr Morin said that will give the households time to change the pipes from the PUC mains to their houses, should they wish to do so.
He added however that this is entirely up to the households and this will be done at their expense.
Should the households opt to connect to the new meter, they will henceforth be billed for their water consumption.
Last year, all households in the area  received compensation of R250,000 each and one of the conditions attached was that part of the funds be used to foot any expenses incurred for changes or improvements to the household water system .
PUC engineer Joel Valmont said all pipes, including those to the sedimentation tanks and filter as well as to the storage tanks, have been replaced by larger ones.
Dr Payet said his visit was to be briefed on the new water system at La Misère as this is a community service.
He said he was “very satisfied” that the new system is up to standard and residents can rest assured that they will be receiving a completely safe water supply very soon.
He said even before the new system is activated the water supply at Upper La Misère had improved significantly from a health standpoint.
He said the water is now cleared by the Ministry of Health as being safe for consumption.
Dr Payet said a follow-up visit is planned in a month’s time to ensure that everything runs according to schedule and is up to expectations.
The new water reservoir has doubled in capacity from 100 kilolitres to 200 kilolitres
Also present in the ministerial delegation was Lenny Lebon, the member of the National Assembly for Grand Anse Mahe -- of which La Misère is part.
He said as MNA, he was responding to President James Michel’s call to remain “connected to the people”, adding he also believes it is the only way an MNA can remain attentive to the constituents’ concerns and aspirations.

MAURITIUS CONFERS HIGHEST DECORATION TO PRESIDENT MICHEL

The Mauritian President, Sir Anerood Jugnauth, has conferred the highest decoration of the Republic of Mauritius, the Grand Commander of the Order of the Star and Key of the Indian Ocean, to President James Michel in view of the excellent relations between Seychelles and Mauritius and President Michel’s contribution to the development of Seychelles.
The insignia ceremony took place yesterday at the State House, Le Réduit, during a lunch organized in the President’s honour. It was attended also by Prime Minister Navin Ramgoolam as well as other dignitaries of the state.

“As Seychelles and Mauritius are linked together by this ocean we share, it is a great honour for me to accept this honour as a symbol of all that can be achieved when our two peoples work together. This honour is also a mark of the affection that our two peoples share for each other and the special understanding that has always existed and which continues to grow between them, “ said President Michel upon receiving the decoration.

“In these times of uncertainty, it is obvious that we must privilege these links and all the further possibilities they offer for the future.
I accept this honour on behalf of the Seychellois people, and dedicate it to the next generation of Seychellois and Mauritians who will continue to benefit from this unique and special relationship.”

Earlier in the day, President Michel visited the head quarters of the Indian Ocean Commission, where he met with the IOC Secretary General Callixte D’Offay. It was agreed that better air links between the islands of the Indian Ocean need to be established and that cross-promotion of the islands can be achieved at large tourism fairs. The President also discussed ways in which the governments and private sector of Seychelles and Mauritius can work together to improve trade and investment through the improvement of shipping lines between the two countries.

Mr. Michel also met with the Minister of Foreign Affairs, Regional Integration and International Trade, Arvin Boolell, to discuss the various areas of cooperation at bilateral, regional and international level. Piracy, sustainable development and climate change were the key topics of deliberation.

The Leader of the Opposition in Mauritius, Paul Bérenger, also paid a courtesy call on the President. They discussed the political and economic situation of the islands of the Indian Ocean region as well as action that can be taken to curb piracy.

PRESIDENT MICHEL MEETS WITH THE LEADER OF THE OPPOSITION

Leader of the Opposition in the National Assembly, Mr. David Pierre paid his first official courtesy call on President James Michel at State House this morning.

President Michel invited Mr. Pierre to discuss issues of national importance on a regular basis. They also spoke about the need to improve good governance, accountability and transparency with the Government, and the role of political parties in this process.

I am encouraged by our frank and productive discussion today. I believe in dialogue and consultation, and my door is always open to discussion when it is for the benefit of the Seychellois people. We may have our political differences but these have to be put aside when we work towards the progress of our country,” said the President following the meeting.

The President and the Leader of the Opposition have agreed to meet once a month to discuss national issues and to work together, with respect of the principles of democracy.

Local stars and fans remember Whitney Houston

The International Conference Centre was packed during the weekend as local fans of late Whitney Houston enjoyed a two hour tribute show.

Songs like I have Nothing, Saving all my love for you, Where do broken hearts go and Judgement Day, I will Always Love You were among the many popular hits sang by well-known artists as well as amateur singers.
Monique Hermitte, the initiator of the tribute show said she wanted to do something positive out of the sad moment, when she learned of the star’s death.
“My daughter and I decided to organise a show to raise awareness on drugs and alcohol,” she said.
The artists were accompanied by the Zenith band during the two shows held on Saturday evening and Sunday afternoon.
Mrs Hermitte, who is also a great fan of Houston’s music, said the proceeds from the shows will be handed over to the Centre d’Acceuil de La Rosière.
The centre is a non-governmental organisation that has joined the national fight against drug and substance abuse in the country.
Mrs Hermitte thanked all those who have helped in any way with organising the shows.
Antoinette Dodin, Angelique and Jahna were among the well-known local artists who paid tribute to the late legend.
The accompanying photos (by our photographer Louis Toussaint) show some of the local starts in action during the Saturday night show.
