(Seychelles News Agency) - Exchange of expertise in the field of tourism and air connectivity are some of the areas of cooperation that could be enhanced between Seychelles and Austria.
The newly accredited ambassador of Austria to Seychelles Harald Günther was speaking to the local press at State House yesterday after he had presented his credentials to the Seychelles President James Michel.
Günther said that Seychelles and Austria enjoy friendly relations and that his discussions with Michel centred on further consolidating ties between the two countries.
“I think the priority should be to find the ways where investment really could take place from both sides and I would say this is tourism and renewable energy…...that should be the aim for the next four years and if we can enhance that then we have both succeeded,” he told journalists.
Apart from tourism, including the desire to see the number of Austrian tourists coming to Seychelles increased and the possibility of experts from Austria and Seychelles to discuss the issue of an air services agreement; the Seychellois head of state and the ambassador also discussed issues of common interest shared between the two nations.
The effects of climate change and the vulnerability of small island nations as well as the Alliance of Small Island States (AOSIS) ministerial meeting taking place in Seychelles since yesterday was one such issue of common interest addressed.
Ambassador Harald Günther who is the third Austrian ambassador to be accredited to Seychelles is based in Nairobi, Kenya.
Seychelles is one of 10 countries he will be representing.

Seychelles to co-chair Alliance of Small Island States from 2017-2018

Seychelles to co-chair Alliance of Small Island States from 2017-2018

13.11.2014
The Ministerial meeting of the Alliance of Small Island States held in Seychelles from 11th-12thNovember has endorsed the decision of AOSIS ambassadors in New York for Seychelles to co-chair the Alliance from 2017-2018, succeeding Maldives from 2015-2016 who will be the successor of current chair Nauru whose chairmanship comes to a conclusion in December this year.
Maldives and Seychelles will chair the organization on behalf of the AIMS (Atlantic, Indian Ocean, Mediterranean and South China Seas) region.
President James Michel expressed his appreciation and support to Nauru as the current chair and also pledged Seychelles’ full engagement and support to Maldives as incoming chair in 2015 and to lead the alliance to the Paris negotiations:
“Seychelles is honoured to have been endorsed by all of you as future chair of AOSIS for the period 2017-2018.  We consider your endorsement as recognition of our leadership role in AOSIS. We shall support the efforts of Maldives in 2015 as it succeeds Nauru to ensure that we strengthen our position ahead of Paris, and that we reinforce the ability of AOSIS to truly act decisively.”
It should be noted that Seychelles is also bidding for a non-permanent seat on the United Nations Security Council in that time period. Should Seychelles be successful in its bid whilst congruently assuming the chairmanship of the AOSIS, the country would be in prime position to  consolidate the voices of all SIDS to address issues of concern for SIDS, including addressing the spectre of climate change and reaching an equitable solution securing their future. Minister Jean-Paul reiterated President James Michel’s plea that small islands should speak in one voice, as islanders face the burden of climate change while contributing the least to its root causes.

AOSIS Ministers Set Out Priorities Ahead of Lima

AOSIS Ministers Set Out Priorities Ahead of Lima

13.11.2014

The Ministers have emphasised the importance of accelerating the availability of funding to tackle the needs of Small Island Developing States- being among those for whom climate change represents an existential crisis, and urged the developed world to honour commitments already taken.
The Ministers released the following communique on the conclusion of their meeting and have expressed their appreciation to Seychelles on having hosted this meeting at a critical juncture and creating momentum and leadership for SIDS ahead of the Lima Conference of Parties.

This week, Nauru, Chair of the Alliance of Small Island States (AOSIS) convened a meeting of the group’s ministers, which was hosted by the Seychelles government on the shores of the Indian Ocean, ahead of the crucial United Nations climate change conference in Lima in two weeks, which is meant to lay the groundwork for a legally binding climate agreement applicable to all parties to be reached in Paris next year.
The AOSIS meeting provided an opportunity for the group’s ministers to reaffirm their solidarity and identify their priorities for Lima. It took place amidst two events with significant implications for the climate talks: First, an announcement by the United States and China yesterday on their joint-plan for climate action; and second, preparations for a high-level Green Climate Fund pledging conference to be held in Berlin next week. AOSIS’s ministers released the following statement on behalf of the group:
“First, as representatives of island nations facing an existential threat from climate change, we absolutely need an ambitious agreement coming out of Paris next year. This must include strong leadership from the world’s two largest economies. We look forward to more detailed information about how the commitments match up against what is needed to ensure a safe global climate. We recognize the importance of bilateral cooperation between these two countries, but the numbers must add up.
“Second, finance is an integral building block of the 2015 agreement and the GCF pledging conference is a crucial opportunity for developed countries to help build trust after years of broken promises on climate finance. We see US$15 billion as the starting point for initial contributions in Berlin next week and the 2015 agreement must contain commitments by developed country Parties and provisions to ensure scaled-up, adequate, and predictable finance to support mitigation and adaptation.
“Third, we know that to have the best chance of limiting warming to well below 1.5°C –the level needed to protect all of our members – emissions must start coming down immediately, well before 2020. We see the solutions-oriented approach under Workstream 2 of the ADP (the only discussions at the climate talks dealing with near-term reductions) as essential to closing the ambition gap. We implore the world’s largest emitters – both developed and developing countries – to seize this opportunity to dramatically accelerate the implementation of clean energy policies and mobilization of investment in the little time we have remaining to act.
“Finally, we must continue to work in earnest to adopt an ambitious legally binding agreement applicable to all Parties in Paris. It is critical that all countries bring forward ambitious national contributions in early 2015 that are in line with 1.5 degree pathway.
“Climate change is an existential to Small Island States demanding urgent action, we call on top emitters and the world to ensure this rare opportunity is not lost.”

President Michel opens AOSIS conference:

12-November-2014
‘Climate change is the greatest threat of our time’

President James Michel yesterday officially launched the Alliance of Small Island States (Aosis) ministerial conference which is presently going on at the Savoy Resort and Spa at Beau Vallon.

The opening ceremony was also attended by Vice-President Danny Faure, government ministers, members of diplomatic corps and other high government officials.

The two-day conference aims at adopting a legally binding document on climate change which will be brought forward at the United Nations Climate Change Summit to be held in Paris next year.

It also serves as a preparation for climate talks next month in Lima, Peru.

In his speech, President Michel warned that climate change is the greatest threat of our time as our survival depends on the sustainable development of our planet.

He further stressed that the targets set by small island states (Sids) are for the ultimate survival of the whole humanity.

“We set these targets, not only for ourselves. We set them for humanity. For we know that our survival is bound up in the sustainable development of our planet. In Apia (Samoa) we showed what islands really are: The pulse of this planet we call home. Climate change is the greatest threat of our time. […] In the face of this threat, we as Sids are on the front line,” he said.

The president added that as Sids “do not have economic means to build sophisticated defenses, latest technology to better adapt to the problem nor the economic might to apply sanctions on those most guilty,” they should make use of what they have.

These, he said, are “their collective will to make a difference and their determination to act together to build a common cause against climate change”.

At this juncture, President Michel said that it is opportune to ask the key question of what do we wish Aosis to be? He himself provided some answers by emphasising on the need to “reinforce the organisation, endow it with the leadership it requires, provide it with the efficiency it needs and give it the resources to make it function”.

“In terms of the implementation of our priorities too often the world has chosen to ignore us. Too often, we remain observers in the geo-political manipulations of others. Too often we are treated as bystanders. And more often than not, we allow ourselves to be treated as bystanders. […] We must be the ones that will ask questions that others will not. We must continue to be the standard bearers of these inconvenient truths. We must also be the ones who will walk even where others fear to tread. We must also own our own solutions. We must be prepared to act, and bring others with us. We must be prepared to bring forth innovative solutions that address our priorities,” he said.

The President insisted that “as the defenders of the moral rights of every citizen of our planet”, we should consider a few priorities in the negotiations with countries responsible for climate change. These are remembering that adaptation to it is as important to mitigation, ensuring that priority is given to Sids which are the most vulnerable countries, taking action now and ensuring that the debate on climate change is not divorced from the debate on sustainable development of which the blue economy is an important factor which presents an opportunity for us all.

“We cannot accept that climate change be treated as an inevitability. We cannot accept that any island be lost to sea level rise,” concluded President Michel.

The other speaker at yesterday’s opening ceremony was the Minister for Education and Special Presidential Envoy on Climate Change of Nauru, Charmaine Scotty.

She thanked the Seychelles for offering its hospitality through the hosting of the conference and commended the country for its efforts in environment protection, climate change adaptation and mitigation and sustainable development.

The Nauruan minister also called on more commitment and political will on the part of Aosis member states in order to bring forward the organisation’s agenda.

“If I have learned anything about the climate negotiations, it is that there are no easy answers. Truth be told, as the political decision makers we have to take responsibility for our situation. We have failed to regularly engage with each other and provide guidance to our teams. It is for this reason that the meeting here today is so important,” she emphasised.

Ms Scotty has said that as the outgoing chairman of Aosis, her country will show all its support to Seychelles when the latter succeeds the Maldives at the head of the organisation for the period 2017 – 2019.

During the ceremony, local artist Joe Samy had the honour of performing a song specially composed for Sids entitled ‘We are beautiful’.

Sonam Tsultrim, a young student, also read a letter which as a Seychelles’ native she has addressed to the UN secretary general Ban Ki-moon about the protection of the planet and the need to save small island states.

The 10-hour Creole Ball started off at 8pm Friday evening at the former Reef Hotel at Anse Aux Pins on the eastern coast of mainland Mahé.
One of the most popular event on calendar of activities for Festival Kreol with tickets always sold out the ball was this year moved from its previous location at the Creole Institute as to enable more people to participate while a similar ball was taking place at the International Conference Centre's Sea Front Restaurant in Victoria.
The night started off with traditional snacks and beverages being served including a soup that is prepared on site.

The Seychelles’ Tourism and Culture Minister, Alain St Ange who was present at the ball said the attendance of some 800 guests and enthusiasts of the traditional Seychellois music clearly confirms that the Creole culture is vibrant, active and alive thus the need to bring in more events for the 30th edition of the Creole Festival next year.

Seychelles Chamber of Commerce chairman Marco Francis refutes Sri Lankan fraud allegations

Seychelles Chamber of Commerce chairman Marco Francis refutes Sri Lankan fraud allegations
The prized 'Bourzwa' (red snapper) and other fish much appreciated in the Seychelles. Fraud and money laundering allegations have been made against business partners exporting fish to Sri Lanka from Seychelles. (Gerard Larose, Seychelles Tourism Board)
(Seychelles News Agency) - The Chairperson of the Seychelles Chamber of Commerce and Industry (SCCI), Marco Francis, has categorically denied allegations of fraud and money laundering levelled against him in a Sri Lankan online news site, the Lanka Herald.
The article, dated October 30, states that Francis and his business partner, Czech national Robert Piksa, had "swindled" a number of unidentified Sri-Lankan nationals seeking to do business in the Seychelles.
The article alleges that the duo “cheated many Sri Lankan businessmen promising deals in the Seychelles and obtaining funds, starting from exporting fish to Sri Lanka, opening up offshore companies and bank accounts for money laundering were some of the rackets the duo were allegedly involved in.”
The Lanka Herald, which runs under the payoff line “a website that follows ethical journalism”, does not however offer any details of the alleged wrong-doings, nor does it back up its claims with comments, either from the alleged fraud victims or from authorities in the Seychelles.
Reacting to the article, Marco Francis told SNA the accusations were totally baseless and false.
“This article is totally without justification. Yes, I am a shareholder in a company with Mr Piksa and yes, we export fish to Sri Lanka, but all our activities are above board. I have never indulged in nor will ever go into money laundering. As chair of SCCI I have to put the good name of Seychellois business first in everything I do.”
Francis said he has instructed his lawyer to write to the Lanka Herald requesting a retraction and an apology in as prominent a place on its website as the article occupies, while he will also reserve his rights to further legal action if deemed necessary. He added that he had already approached the Sri Lankan High Commissioner to Seychelles, Rajatha Piyatissa, about the matter.
High Commissioner suspects ‘ulterior motives’
In response to questioning from SNA, the Sri Lankan High Commissioner categorically stated that since he started his tenure in office here, he had not received any complaints from any of his country’s citizens either residing or doing business in Seychelles about Francis, Piksa, or their fish export company, The Blue Lotus.
“I have worked with the two individuals in promoting trade between our two countries, but as yet I have not come across any reports of fraudulent activities on their part,” said Piyatissa.
This is the second time the website has published an article with connotations of money laundering involving Sri Lankans and Seychelles. High Commissioner Piyatissa ventured that there could be ulterior motives at play and said he would bring the matter to the attention of the Sri Lankan Ministry of Foreign Affairs.
A ministerial introduction
The second person whose integrity has been put into question by the article is the Seychelles Minister for Natural Resources, Peter Sinon.
“It’s also understood that Peter Sinon the Minister of Natural Resources and Fisheries of Seychelles, a very close friend of Robert Piksa has ‎promoted Piska by attending business meetings with the businessmen from Sri Lanka and other countries to give more confidence in trusting the duo and going in to partnerships,” read the article.
Speaking to SNA, the minister acknowledged that he had indeed introduced Francis and Piksa to some Sri Lankan businessmen, as they were seeking to set up trade with Seychelles in fisheries – an area which falls under his ministerial portfolio.
“They wanted to go into by-catch and I was concerned that our local market would be flooded with by-catch, which would adversely impact on our local fishermen, whereas the Sri-Lankan businesses wanted it with salt and all,” said Sinon.
“So as Minister responsible for fisheries, I attended the introductory meeting and followed up within the limits of my responsibilities but I wasn’t involved in how they conducted their business with each other.”
However, the Minister clarified that he had introduced a brother of a senior Sri-Lankan official to The Blue Lotus partners and that the Sri Lankan side had later complained to him that there were issues.
“They told me there were problems and asked if I could assist and I had advised them to sort out the matter between themselves. They said they would come to Seychelles with all the supporting documents to show me and relevant authorities. I was ready to receive them, but they never did come with those documents. Other than that I have had no involvement in the transactions between the two sides,” he added.
Bank of Ceylon involvement claims
The article also alleges that a “senior official” at the Seychelles branch of the Bank of Ceylon had become involved with Francis and Piksa in fish exportation as well as “working on money laundering businesses”, but unlike its ready naming of Francis and Piksa, the editors did not name the bank official.
In a phone interview, the bank’s General Manager, Ranjith Hatuthanthiri, completely rejected the allegations, saying that in his 32 years’ experience in banking he had previously come across some fraudulent activities and attempts at money laundering, but that these particular allegations were unfounded.
“The Bank of Ceylon is very selective in its business clientele and yes we do hold an account for the fish export company of Mr Francis and Mr Piksa, The Blue Lotus,” he said. “So far, all their transactions have been above board and well within the legal confines of banking. We have absolutely no problem with these two gentlemen and we have not had any other clients approach us with complaints to their regards.”
The Bank of Ceylon Seychelles Branch GM added that the institution has a multi-layered level of security which permits it to identify fraudulent activities and money laundering if ever it occurs in their transactions.

(Seychelles News Agency) - Emirates Airline resumed twice daily flights to Seychelles as of yesterday increasing its services to the Indian Ocean archipelago from 12 to 14 flights per week.
The two additional flights will be on Tuesday and Thursday evenings meaning the Dubai-based airline now has a morning and evening flight to Seychelles every day of the week.
Emirates first introduced twice daily flights to Seychelles in 2012 following an increase in demand for passenger seats.  In 2013, the flights were reduced to 12 flights a week.
In a press statement Emirates Airline says the two additional frequencies will be serviced by an Airbus A340-500 with 12 seats in First Class, 42 in Business Class and 204 in Economy Class.
“Stepping up our operations to the archipelago will create more opportunities for the tourism industry and is the result of our joint efforts with the Ministry of Tourism of the Seychelles and the Seychelles Tourism Board to promote this amazing destination across our network,” said Oomar Ramtoola, Emirates Manager for the Indian Ocean Islands.
“Double-daily flights will provide more flexibility to the travellers to more than 140 destinations across Emirates’ network,” he added.
With air connectivity seen as one of the main challenge facing the Seychelles tourism industry, the archipelago’s Minister of Tourism and Culture, Alain St Ange has welcomed Emirates' decision to have 14 weekly flights between Dubai and Seychelles.
"This double daily service will increase our connectivity to the world and will provide a needed boost to the tourism industry of our islands. We take this opportunity to thank Emirates for their belief in Seychelles as a serious tourism destination and one determined to work with its partners to further develop the island's tourism industry,” said St Ange.
Tourism remains the first pillar of the Indian Ocean island nation’s tourism industry.
After a bit of a slow start in 2014 where overall visitor arrivals from Europe had decreased by 7 percent by mid-year compared to the same period in 2013, latest arrival figures is providing some hope that the record number of 230,272 tourists recorded in 2013 can be maintained.
According to the National Bureau of Statistics (NBS) arrival figures up to October 19, 2014 remained at the same level when compared to the same period in 2013.
182,404 visitors have disembarked in Seychelles up to last Sunday while the same period in 2013 recorded 182,874 visitors.
