Seychelles launches national Report on Millennium Development Goals

The national status report on the Millennium Development Goals was presented in a ceremony at the ‘Palais de Justice’ where Resident United Nations Representative, Simon Springett handed over the report to Minister for Foreign Affairs, Jean Paul Adam.

The report highlights that Seychelles has met most objectives that it set as part of its eight development targets. Seychelles has been classified in the UNDP Human Development Index where it ranked in the ‘very high development’ tier. Furthermore, Seychelles has equally seen success in areas such as: free health care, free universal education, high literacy rates and high life expectancy.

Mister Adam, commented on the strains facing Small Island Developing States and how these States tend to be viewed as ancillary in the international arena. Nevertheless, the Minister stressed that Seychelles is challenging the existing status quo as it asserts itself at the forefront of the policy changes that are required to achieve sustainability.  Small Island States must view themselves as ‘trailblazers’ and not ‘bystanders’ when setting development agendas.

The Millennium Development Goals underlines the need to have a convergence with the Sustainable Development Goals. In this framework, Mr Adam stressed, “few issues encapsulate sustainability as comprehensively as the concept of the blue economy.”

Seychelles remains proud of its developmental success to date but maintains that the nation must remain proactive and build towards on these positive strides.

L’Ambassadeur Shamlaye accrédité auprès de la Principauté de Monaco

L’ambassadeur des Seychelles basé à Paris, M. Bernard Shamlaye, a présenté à Son Altesse Sérénissime, le Prince Albert II, les lettres de créance l’accréditant comme Ambassadeur auprès de la Principauté de Monaco.

La cérémonie de présentation s’est déroulée le mercredi 2 octobre.

A cette occasion, le Prince Albert s’est félicité des bonnes relations existant entre Monaco et Victoria et notamment de la politique de protection de l’environnement des Seychelles dont il a salué la pertinence.

L’Ambassadeur Shamlaye a, pour sa part, loué la politique exemplaire du Prince Albert II de Monaco dans le domaine de l’environnement qui privilégie entre autres les énergies renouvelables et les constructions à haute qualité environnementale. Une politique qui reste chère aux Seychelles et les petits Etats insulaires en développement, a t-il indiqué.

Les discussions du diplomate seychellois avec le Prince Albert II ainsi que les autres personnalités monégasques ont porté sur divers sujets dont notamment la nécessité de prendre des mesures afin d’atténuer les effets du  réchauffement climatique et l’acidification des océans, la protection de la haute mer, le renforcement des capacités des pays en développement dans les domaines scientifiques, le tourisme et la formation hôtelière.

A Monaco, l’Ambassadeur Shamlaye a visité le Musée océanographique où il s’est entretenu avec le Directeur général de cette institution de renom, M. Robert Calcagno, des possibilités de coopération, concernant par exemple les aires marines protégées des Seychelles.


A noter que M. Michel Chiappori, Consul général honoraire des Seychelles à Monaco, était présent lors de la cérémonie de présentation des lettres de créance et les entretiens.

Démarrage d’un projet d’énergie renouvelable

L’hôtel Ephelia Resort du Groupe Hôtelier Constance à Port Launay est depuis dimanche officiellement le site pilote d’un projet d’énergie renouvelable suivant la pose des premiers panneaux photovoltaïques.

Lors d’une cérémonie dimanche après-midi, le Vice-Président Danny Faure et le président du Conseil régional de La Réunion, M. Didier Robert, ont dévoilé la plaque qui formalise le projet.

La cérémonie a été assistée par plusieurs ministres, l’Ambassadrice de France aux Seychelles, Mme Geneviève Iancu, des membres de la délégation réunionnaise dans le pays pour le Festival  Kreol parmi d’autres invités distingués.

Pour M. Alin Guezello, président directeur général de la SPL Energies Réunion qui a apporté aux Seychelles l’expertise réunionnaise dans le domaine des énergies renouvelables, c’est un moment fort qui vient concrétiser neuf mois de travail sur ce projet de coopération.

C’est la société réunionnaise Corexsolar qui a construit et installé ces panneaux. Son président associé et directeur à l’export, M. Franck Rivas, était également présent et il a sincèrement remercié le gouvernement seychellois et le Conseil régional de La Réunion ainsi que tous les acteurs qui leur ont fourni l’occasion de participer à la première rencontre du développement durable 

Seychelles – Reunion aussi bien qu’à ce projet.

« Cette rencontre a été pour nous une occasion pour mieux comprendre et appréhender le marché, les enjeux, à la fois sur le marché local et nos secteurs d’activités », a-t-il souligné.

« Nous avons identifié de nombreuses opportunités que nous espérons concrétiser dans un future proche », a-t-il ajouté.

Il a également fait remarquer que ce projet a mis en lumière la qualité de la collaboration entre les deux îles.

Pour sa par, M. Robert a affirmé que cette première rencontre du développement durable n’aurait pu avoir lieu sans une volonté politique clairement et fortement établie.

Il a profité pour, encore une fois, transmettre les salutations chaleureuses au Président James Michel.

« Je crois que nous avons trouvé ensemble depuis trois ans ce qu’une coopération renforcée et plus affirmée dans tous les domaines », a-t-il dit.

Le ministre seychellois de l’Environnement et de l’Energie, M. Rolf Payet a dit, pour sa part, que ce projet vient concrétiser les actions entre les deux îles après plusieurs mois de discussions et de collaboration.

Quand il a accueilli les invités, le gérant de l’hôtel, M. Philippe Guitton a exprimé sa fierté par le fait que son établissement a été choisi pour ce projet. Neuf  panneaux  solaires de 13 mètres carrés ont été installés à l’hôtel Ephelia Resort. 

Il a remercié la région Réunion dont son département de l’Environnement « pour cette merveilleuse initiative commune avec le gouvernement des Seychelles pour l’installation gracieuse de ces panneaux».

M. Guitton a fait remarquer que Constance Ephelia a participé activement à plusieurs initiatives pour améliorer l’environnement avec des organisations non-gouvernementales locales, surtout pour la protection des mangroves et du parc marin.

«Dorénavant l’établissement est entré dans une phase active d’amélioration de la gestion de l’énergie que nous consommons », a-t-il souligné.

A part d’alimenter l’établissement, ce site pilote sera également utilisé dans un cadre éducatif.

« De nombreuses écoles dans le voisinage viennent visiter l’établissement et nous ne manquerons pas de leur faire découvrir les bienfaits de l’énergie solaire et de son fonctionnement », a dit M. Guitton.

Après la cérémonie de dévoilement de la plaque et l’inspection du projet, les invités ont eu la chance d’apprécier et de déguster plusieurs plats et mets réunionnais préparés sur place par un chef réunionnais de renom, Jean-Claude Cleret, propriétaire du Villa Angélique et H Traiteur.

Cette manifestation a été rendue possible grâce à l’étroite collaboration entre l’Ile de la Réunion Tourisme (IRT) et La Seychelles Tourism Board (STB).
 
La présidente de l’IRT, la sénatrice Jacqueline Farreyol, était également présente pour l’événement et a profité pour saluer les invités.

Signature des accords de coopération Seychelles - Réunion

Le Ministère de l’Environnement et de l’Énergie aux Seychelles a signé les accords de coopération avec la Réunion dans le domaine de l’Énergie Renouvelable et autour du thème de la biodiversité. Son Ministre le Professeur Payet a signé les documents officiels avec le président du Conseil régional de La Réunion M. Didier Robert et Mme Nassimah Dindar, présidente du Conseil général de La Réunion au cours d’une cérémonie cet après midi. La première convention a été signée par la SPL Energie de La Réunion et la Seychelles Energy Commission, le plan d’action relatif à cette convention sera mis en application l’année prochaine.

L’objectif de la mise en œuvre de ce partenariat est de permettre à la Seychelles Energy Commission pour le compte du MEE des Seychelles, et, à la SPL Energies Réunion pour le compte de la Région Réunion, de bénéficier d’un soutien technique au sein de la zone Océan Indien, d’effectuer un transfert de compétences entre La Réunion et les Seychelles, de définir les objectifs d’autonomie énergétique des Seychelles,  et de développer des échanges commerciaux entre La Réunion et les Seychelles.

Quant aux autres accords signés ils ont permis de rapprocher le Conseil général de la Réunion et le jardin botanique des Seychelles et l’autorité  nationale pour les aires protégé, autour notamment l’aménagement du centre de la biodiversité aux Seychelles, le développement de la connaissance des espèces et des habitats de la flore des Mascareignes et des Seychelles ainsi que la réalisation d’un sentier de découverte botanique à vocation touristique aux Seychelles.

Le protocole de coopération en matière de développement durable, pour la gestion de l’eau et des espaces Naturels permettra aux organismes relevant du ministère de l'Environnement et de l'Energie de développer les connaissances des espèces et des habitats de la flore des Seychelles et des Mascareignes, améliorer l’accueil du public en forêt et renforcer les jardins botaniques dans leurs missions scientifiques, pédagogiques et touristiques.

Cette entente est le fruit d’échanges entre les Seychelles et la Réunion au cours des visites du Président Michel à la Réunion en Juillet dernier, et celles du Ministre Payet en Septembre.

Le Ministre Adam a reçu ce jeudi 22 octobre, dans la matinée, deux chefs des institutions du Département de l’île de La Réunion, en l’occurrence M. Didier Robert, Président du Conseil Régional et Mme Nassimah Dindar, Présidente du Conseil Général.

La rencontre a eu lieu en présence de l’Ambassadeur de France, Mme Geneviève Iancu, au Ministère des Affaires Etrangères.

M. Robert et Mme Dindar sont actuellement aux Seychelles à la tête d’une forte délégation réunionnaise qui participe au 'Festival Kreol', pour la troisième année consécutive.

La délégation réunionnaise comprend des hommes d’affaires spécialisés dans divers secteurs d’activité,  y compris les énergies renouvelables et le service public, ainsi que des artistes bien connus de l’ile.

Lors des entretiens, le Ministre Adam s’est réjoui des excellentes relations d’amitié et de coopération qui existent entre les deux îles sœurs et qui ne cessent de s’enrichir depuis la visite  du Président James Michel en juillet dernier dans le département français.

«La présence d’une aussi forte délégation aux Seychelles, relève du sceau de l'amitié entre nos deux iles et s'inscrit dans notre volonté commune de faire de cette zone indianoceanique, une zone de développement durable et de rayonnement culturel, adaptée aux défis majeurs auxquels le monde est confronté dans ces domaines », a-t-il dit.

Au cours des entretiens le Ministre Adam et les deux personnalités réunionnaises ont affiché leur ferme volonté de rétablir dans les meilleurs délais les liens  aériens suspendus en juin dernier, ce afin d’amplifier les échanges  et enrichir les différents domaines de notre coopération dans un cadre innovant et plus opérationnel au bénéfice mutuel de nos deux populations unies par l’histoire et la géographie.

Lancement officielle de la première « rencontre du développement durable » Seychelles – La Réunion.

Les Seychelles et La Réunion ont promis de renforcer davantage leur collaboration dans le développement commun des domaines suivants : énergies renouvelables, environnement et dans le commerce de divers produits. Cet engagement a été pris lors du lancement de la première « rencontre du développement durable » organisée conjointement par les deux pays. L'événement de deux jours qui se tiendra au parking ICCS a été officiellement lancé par le ministre chargé de l'Environnement et de l'Énergie, Prof Rolph Payet, en présence du Président James Michel et le Vice-président Danny Faure.

Le président Michel qui a initié cette collaboration en juillet cette année pendant sa visite officielle a la Réunion, et le président du Conseil régional de La Réunion M. Didier Robert comptaient parmi les invités à cet évènement historique. Etait également présente à cette cérémonie : Mme Nassimah Dindar, présidente du Conseil général de La Réunion.

Dans son discours, le Pr. Payet  a insisté sur les bonnes relations et sur le mode de vie créole partagé par les deux territoires : « Si vous êtes ici aujourd’hui c’est que vous aussi vous avez peut-être un élément de réponse à la question :   - D’où nous vient cette joie de vivre créole?   -   Mon avis sur la question c’est qu’elle vient du cadre paradisiaque dans lequel nous vivons. Les Seychelles et la Réunion sont deux joyaux de l’Océan Indien, des cadres sublimes que nous devons préserver, car notre culture, nos façons de vivre, de travailler, sont étroitement liées à l’environnement et à la biodiversité de nos îles et de l’océan qui nous entoure. C’est là que le développement durable a toute sa place dans ce festival créole. Nos îles sont dynamiques et, continuer à développer nos activités, passe par préserver durablement l’environnement dans lequel ces activités s’insèrent et duquel elles dépendent. »

Monsieur le Ministre Payet a aussi traité de l’importance du support Réunionnais aux Seychelles, vis-à-vis des dernières technologies appliquées aux énergies renouvelables. «  Le savoir faire Réunionnais en matière de développement soutenable est un modèle pour nos secteurs communs. Les professionnels de l’énergie et du secteur privé, aux Seychelles, sauront je l’espère accueillir les conseils de nos invités lors de cette rencontre, et pourront eux aussi faire profiter les experts réunionnais, ici présents, de leur connaissances ainsi que de leurs interrogations. Je tiens ici à les remercier chaleureusement pour être venu si nombreux et si motivés par ces perspectives d’échanges commerciaux. C’est en tout près de 30 chefs d’affaires, 20 artisans, et 15 professionnels de l’énergie qui, gracieusement, offre leur temps, et ont fait la traversée pour ce festival. Nous allons confirmer notre volonté de travailler main dans la main, par le biais d’une coopération, qui nous dirigera au moins pour 2014 vers une sensibilisation de tous aux perspectives qu’offre le développement durable. Par cette convention nous nous engageons à favoriser les actions conjointes qui nous permettrons de renforcer nos relations et nos échanges interprofessionnels, dans une démarche de développement soutenable. »

Pendant la cérémonie, le Ministre Payet a remis un certificat de reconnaissance à Monsieur Didier Robert, le Président du Conseil Régional de la Réunion, pour son profond engagement à renforcer l’entente entre les Seychelles et La Réunion en matière de développement durable, d’énergie et de protection de l’environnement.

L’exposition “Renouvelable” va ouvrir ses portes pour deux jours. Le publique, plus spécialement les chefs d’entreprises et du tourisme sont encouragés à visiter l’exposition. Celle ci s’avère une opportunité pour eux de rencontrer plusieurs entreprises de la Réunion, qui peuvent les assister, par des informations et de l’équipement, dans le passage de leurs établissements vers une gestion efficace de leur énergie.

A noter que les Seychelles et la France/Réunion ont signé en juillet, une Convention de coopération en matière  des énergies renouvelables.

Seychelles signs bilateral agreement with the EU as part of WTO accession plans

Seychelles has successfully concluded bilateral negotiations with the European Union (EU) on trade in goods and services in the context of the accession of the Republic of Seychelles to the World Trade Organisation (WTO).

Countries wanting to join the WTO after it was established in 1995 must negotiate bilateral agreements with major economic powers as part of their entry procedure. These bilateral negotiations lead to specific commitments, concessions and schedules to liberalise trade in goods and services. The results of these bilateral negotiations are merged with the results of more general negotiations carried out between the candidate country and a working party of the WTO membership to form one overall "accession package".

The conclusion of this agreement confirms the European Union's acceptance of the list of concessions offered by the Republic of Seychelles to the EU member states.

The signing of the bilateral agreement took place on the 23rd October 2013 in Geneva, Switzerland between Her Excellency Ms. Vivianne Fock-Tave, Seychelles Ambassador to the European Union, and His Excellency Mr. Angelo Pangratis, Ambassador of the Permanent Mission of the European Union to the WTO.

Seychelles’ remaining bilateral negotiations with the United States and Thailand are ongoing; with the Thailand negotiations having reached the final stage before conclusion.

As part of Seychelles’ efforts to conclude the accession process by first quarter 2014,  its 5th Working Party meeting will be held on the 15th November, 2013 in Geneva, Switzerland.

Youth from more than 150 countries, including well-known personalities and young leaders, will come together in Paris on the 29^th October to participate in the 8^th Youth Forum of UNESCO, which will run until 31 October at the Organisation’s Headquarters under the general theme of “Youth and Social Inclusion: Civic Engagement, Dialogue and Skills Development.” Ms Vanessa Seth, a teacher from Pointe Larue Secondary School, will represent Seychelles at the forum. Ms Seth is also a member of the Youth Assembly of Seychelles.

Over three days, participants will debate the challenges faced by young people on all continents, and review the main objectives of the Organisation's youth programmes, to verify their relevance and enhance their effectiveness. Furthermore, They will be invited to make policy recommendations that will be submitted directly to the 195 Member States of UNESCO at the 37^th General Conference of the Organisation

Participants will also be invited to identify 15 Action Projects (three per region), from amongst the 45 projects shortlisted by an international jury from replies to a call by UNESCO to youth organisations from around the world in July and August.

Un groupe de quatre observateurs seychellois se prépare à se joindre à la délégation d’observation que la Commission de l’Océan Indien (COI) a décidé dépêcher à Madagascar dans le cadre de l'élection présidentielle dont le premier tour aura lieu le 25 octobre prochain. Le deuxième tour, lui, est fixé au 20 décembre, en même temps que les élections législatives.

Les quatre observateurs sont

-       M Beatty Hoareau. Membre de la Commission électorale des Seychelles.

-       Mme Jenny Adrienne. Secrétaire de la Commission électorale des Seychelles.

-       M. Alex Souffe, Université des Seychelles

-       M Jacques Koui Expert en matière électorale/sociéte civil.

Le Ministre des Affaires Etrangères Monsieur Jean Paul Adam, a animé ce jeudi une conférence de presse à la Maison Queau de Quinssy avec les observateurs au cours de laquelle il a souligné toute l’importance que les Seychelles attachent à ces élections au regard des efforts faits par le pays pour accompagner la Grande Ile vers une solution définitive à la crise politique qui secoue le pays.

On se souvient qu’à l’initiative du Président James  Michel, en collaboration avec le Président Jacob Zuma de l’Afrique du Sud, les deux  principaux leaders en conflit, le Président de la Transition, Monsieur Andry Rajoelina et l’ancien président Marc Ravalomanana se sont rencontrés à deux reprises aux Seychelles. A défaut d’avoir pu apporter une solution définitive à la crise politique, la médiation seychelloise a permis de briser la glace, d’engager les deux Malgaches sur la voie du dialogue et surtout de baliser la voie à la médiation de la SADC qui a abouti à l’organisation de ces élections.

Le chef de la diplomatie seychelloise a souhaité que la participation de la délégation seychelloise soit à la hauteur de la bonne réputation du pays dont le monde se plait à souligner la part importante qu’il a prise avec la SADC et la COI dans la résolution de cette crise.

« Le progrès social et économique du peuple malgache  dans un environnement démocratique, de paix et de sécurité demeure le souci majeur des Seychelles et, ensemble avec la COI et la SADC, elles apporteront leur appui à Madagascar pour surmonter les défis auxquels elle est confrontée», a-t-il dit.

On notera que  la COI a désigné en tout 16 observateurs qui viennent de l'île Maurice, La Réunion, les Comores et les Seychelles.

Les Seychelles s'attachent aussi au mandat de SADC, qui donna du soutiens et une mission d'observateur

Ils s'attacheront à superviser le premier tour du scrutin présidentiel qui doit départager les 33 candidats en lice.

President James Alix Michel has extended the congratulations of the People and Government of Seychelles to H.E. Dr Mulatu Teshome Wirtu, the newly elected President of the Federal Democratic Republic of Ethiopia.

President Michel stated the excellent relationship that exists between the two countries. He hoped that this collaboration would attain even greater heights during his tenure as President of Ethiopia.

The Mayor of Victoria signs Twinning Agreement with Rabat

The Mayor of Victoria, Mrs. Jacqueline Moustache-Belle, has signed a twinning agreement with the City of Rabat while attending the 4^thUnited Cities and Local Governments Congress which was being held in Rabat, Morocco.

The twinning agreement is expected to develop cooperation between Victoria and Rabat in various fields like economy, trade, science and technology, culture, education, sports, health, sustainable development, environmental protection, urban development and tourism.

The Mayor of Rabat, Mr. Fathallah Oualalou, has described the twinning agreement as a reflection of the excellent bonds of friendship and cooperation that exist between the Kingdom of Morocco and Seychelles.

Commenting on the twinning, the Mayor of Victoria stated that “We are honoured to have this important link with one of the world’s greatest and historic cities – Rabat.  This agreement will open wider the door of friendship that exist between both cities and will consolidate the win-win partnership that Morocco and Seychelles share”.

“Sharing best practices and lessons learned is an invaluable form of international cooperation. Victoria and Rabat have much to share with each other and we are confident that this agreement will live up to the high expectation that both countries have in terms of the potential of their bilateral cooperation” explained Mrs. Moustache-Belle.

The twinning agreement with Rabat is the first twinning agreement that Victoria signs with a country of motherland Africa. It further consolidates the multifaceted ties that exist between Victoria and the major African cities.

Mayor of Victoria elected Co-President of UCLG

The Mayor of Victoria, Mrs Jacqueline Moustache-Belle, has been elected as one of the four Co-presidents of the United Cities and Local Governments (UCLG) for the period 2013-2016.
The UCLG is an international organization which represents and defends the values, objectives and interests of local authorities through cooperation between local governments and with the wider international community.
The UCLG was meeting in Rabat, Morocco, for the 2^nd World Summit of Local and Regional Leaders and the 4^th United Cities and Local Governments Congress under the theme: "Imagine Society, Build Democracy". Over 3500 local and regional government representatives gathered in Rabat to define the global agenda of cities and regions and celebrate the 100^th anniversary of the international municipal movement.
Mrs Moustache-Belle, representing the region of Africa, is the first woman ever elected to this post since the international municipal movement, which is known as UCLG today, was established over a century ago over. It is also the first time a Seychellois national occupies this position.
The other four co-presidents elected were Mr Augusto Barrera, Mayor of Quito (Ecuador), Mr Chen Jianhua, Mayor of Guangzhou (China), Mr Alain Juppé, President of the French Association of the Council of European Municipalities and Regions (AFCCRE), Mayor of Bordeaux (France), and Mr Ilsur Metshin, Mayor of Kazan (Russia). Mr Kadir Topba?,Mayor of Istanbul Metropolitan Municipality & President of the Union of Municipalities of Turkey, was also re-elected as President of the UCLG.
At the announcement of her election to this post, Mrs Moustache-Belle said that she was deeply moved and proud of this expression of the continued confidence of the UCLG members in her country and her capacity to bring added impetus to the work of the organization.
She assured them of her “unwavering commitment to make the UCLG an organization that is more effective and relevant to the needs of communities”. She also emphasized the need for international and national strategies for sustainable development to take into account local and regional visions for development and of the importance of empowering communities.
“People experience local authorities directly and this is where renewed focus, energy and resources should be placed to make a positive difference in their lives. During my tenure as co-president, I look forward in sharing the Seychelles' experience, where for many years a policy of people-centred development has been successfully implemented” highlighted Mrs. Belle.
The Mayor of Victoria was leading a delegation comprising of Honorable Jeovana Charles, Member of the National Assembly and Chairperson of the Association of the Districts of Victoria, and Ms Michelle Murray, Director General, Ministry of Foreign Affairs.

Fun fair showcases aspects of Indian culture

Among the variety of activities to mark the first-ever Seychelles-India Day locally is the Indian fun fair in the International Conference Centre’s car park.
When the Seychelles Nation team arrived there yesterday at around 3pm, some vendors had already displayed their products.

Others were still in the process of preparing Indian dishes and snacks for members of the public who will visit their stalls.

Products on sale at the fair, which will go on until tomorrow, include a variety of toys, Arun ice-cream, Indian pastries, beauty and skincare products, drinks, handmade products such as cushions and artificial flowers.

While visiting the various stalls, members of the public can also enjoy popular Indian and Creole songs being played at the fair.

Keeping Seychelles clean comes with a reward

Contractors have been rewarded for the hard work they do to keep Seychelles clean and beautiful throughout the year.

The Landscape and Waste Management Agency (LWMA) rewarded them during a recent ceremony attended by the Minister for Environment and Energy Professor Rolph Payet, Minister for Health Mitcy Larue, principal secretary for community development and sports Denis Rose, LWMA chief executive Lena Desaubin, LWMA staff, contractors and other distinguished guests.

The awards were divided into three categories – cleanest districts zones, cleanest bin and bin sites zones, and beautification.

The cleanest districts zones award was won by Cecile Mein from Glacis and the runner-up was Philip and Liza Confiance of Takamaka. The cleanest bin and bin sites zones’ top award went to Danny Low-Toy from Takamaka and the runner-up was Dave Ernesta from Ile Perseverance 2. 

Marcel Mirabeau won the beautification award and there were two runners-up, Dave Ernesta and Ernestine Panagary, in this category.
When addressing those present, Professor Payet thanked the contractors for their devotion and hard work in keeping Seychelles clean.
 
“Who among us will let our wife or husband remain dirty? Seychelles is like our partner and I congratulate the contractors for the effort you put in keeping Seychelles clean,” he said.

Ms Desaubin said she is proud of the work the contractors have done. “I hope you keep on working hard and you keep making the judges’ job hard to choose the winners too,” she said.

Those present got the chance to view an exhibition of recycled objects put up by secondary and post-secondary students.
Guests were also amazed with posters on the wall done by Visual Arts students modelling recycled clothes on the landfill. 

Professor Payet said he plans to use the posters to produce a calendar for next year.

Minister Laporte represents Seychelles at official missions in Washington

Minister for Finance, Trade and Investment, Pierre Laporte, will be representing Seychelles at several high-level events in Washington, D.C. this month.
These include the International Monetary Fund (IMF) and World Bank Group’s (WBG) annual meetings and the Commonwealth Finance Ministers’ meeting.

Mr Laporte’s first stop will be at the High-Level Mission on Small States’ Debt from October 6-7. Seychelles is one of five countries, including Jamaica, St Kitts and Nevis, Samoa and Mauritius represented in the mission. The small group of Commonwealth leaders will raise advocacy about the challenges of debt and liquidity faced by small states, and will look at practical solutions to overcome their challenges. 

The group is expected to meet leaders of key financial institutions as well as Commonwealth and G20 country representatives. The mission will then report the outcomes of its work to the next Commonwealth Heads of Government Meeting in Colombo, Sri Lanka, next month. Seychelles and Mauritius are representing countries where debt strategies have been successful in bringing debt to more sustainable levels.

The 2013 Meetings of Commonwealth Finance Ministers will then take place from October 8-9 at the IMF’s headquarters in the US capital – Washington. The theme for the meeting will be the Post-2015 Global Development Framework, and discussion in the plenary sessions will focus on reform of global governance and financing the post-2015 development framework.

Mr Laporte will subsequently be attending the IMF and WBG annual meetings due to take place from October 10-13. At the annual meetings, the board of governors will make decisions on how current international monetary issues should be addressed and approve corresponding resolutions. 

The minister has said that the annual meetings are an ideal opportunity to meet counterparts from other member states, as officials meet face-to-face with the management of the Bretton Woods institutions to discuss opportunities for further work programmes and other help,

He added that he was delighted to be afforded the opportunity to speak at the launch of a new Commonwealth publication entitled Tourism and Inclusive Growth in Small Island Developing States by Julia Jeyacheya and Mark P. Hampton. 

The study, which used data from Seychelles as well as other small states including Jamaica, the Maldives and Mauritius, analyses both direct and indirect channels through which the gains from tourism are achieved.

‘A Voyage in Time’ exhibition launches activities

‘A Voyage in Time’, an exhibition that launched activities to mark the first Seychelles-India Day, opened at the International Conference Centre lobby yesterday morning.

Vice-President Danny Faure had the honour to cut the ribbon and this was in the presence of the Minister for Tourism and Culture Alain St Ange, the Indian high commissioner to Seychelles Thanglura Darlong, key government officials, personnel from the Indian Navy vessels in Port Victoria, Indian businessmen, members of the Indian community here among other guests. 

Indian Colonel Mudit Mahayan, the military advisor to the Seychelles People’s Defence Forces (SPDF), welcomed guests to the event at a podium set in front of a backdrop of an imposing décor of a replica of the India Gate, one of the country’s national monuments, which graces the entrance of the International Conference Centre (ICCS) which had been painstakingly decorated and dressed in an array of orange, white and green balloons and satin cloth ready for the occasion.

Addressing guests before opening the exhibition, Minister St Ange said “this event is of great importance to all of us as I firmly believe that to review history is to create a better future because those who do not do so in the present will have no future”.

He pointed out that a picture is worth 1,000 words. “With this great assemblage of historical events between India and Seychelles and its people, done through photographs and other historical records available, I am certain that the understanding, recognition and respect between each other as two different nations and communities will only grow stronger,” Minister St Ange added.

He said the stories being depicted in this exhibition are the stories of India and Seychelles as well as those of Indians and Seychellois. 

“They may not be perfect. They may at times appear flawed. But in them essentially lay the answers to what makes this relationship between India and Seychelles a privileged one,” he pointed out.

Once the ribbons were cut the guests led by Vice-President Faure were able to, as aptly put, make ‘a voyage in time’ from 1770 when five Indian slaves formed part of the first settlement on Ste Anne island. 

This was through enlarged photographs and articles carefully put together and displayed for guests to enjoy and reminisce about.

The man behind the exhibition and the team leader, Surya Khanna, gave an overview and concept of the exhibition. He said the photographs and articles have been carefully chosen to show the development of cooperation and evolution of relations between India and Seychelles.

Development of cooperation in various fields namely political – on June 29, 1976 the Indian Navy vessel Nilgiri entered Seychelles waters to be part of our Independence Day activities, the visit by former Indian Prime Minister Indira Gandhi in October the same year. Other fields where cooperation has flourished over the years are medical, military, economic and social – all characterised by various exchanges between the two countries.

Space has also been accorded to the most famous Indian Seychellois – Kanti Jivan, the work of the Indian Association, the Jeo Jyoti Foundation and some well-known Indian businessmen.

Mr Khanna – a Seychellois Indian and founder of the Jeo Joyti India Foundation here -- has himself been living in Seychelles for more than 30 years.

Speaking about putting up the exhibition he noted that it was no easy task.

“Pictures were collected from different agencies, individuals’ private collections, the National Archives, Seychelles Nation archive and others,” he said. 

Noting that the artwork and posters were created by Classic Designs, Mr Khanna pointed out that the amount of work his team carried out in the short period of one-and-a half-month to be able to put such an exhibition together is unbelievable but excellent given the fact that the photographs were not readily available.

Mr Khanna said that within the short time information had to be collected, compiled, artwork and posters had be made and exhibits had to be prepared, displayed and put up.

“Through the exhibition we want to communicate the interrelationship between people – India and Seychelles,” he said, adding that he hopes the public will have a good journey through the relation and friendship of our two nations.

Ambassador Shamlaye accredited as Seychelles resident representative to IAEA

Ambassador Bernard Shamlaye presented his credentials as Seychelles’ Representative to the International Atomic Energy Agency (IAEA) to the Agency’s Director-General, Mr Yukiya Amano, on Thursday 19^th September. The Ambassador was also in Vienna, Austria for the 57th session of the General Conference of the IAEA.

The Director-General noted the work being done in preparing the Seychelles legislation on radiation safety and security and the establishment of the related national bodies. He spoke of his commitment to strengthen technical cooperation and the Agency’s contribution to member-states’ development.  He highlighted the decision taken for the renovation f the Agency’s Nuclear Applications Laboratories at Seibersdorf, Austria and appealed for member-states’ contribution for this important project.

Ambassador Shamlaye conveyed President James Michel’s congratulations to Mr Amato on his reappointment as Director General of the IAEA for a second term, a decision endorsed that week by the General Conference.  He expressed the appreciation of Seychelles for the IAEA’s support and assistance in various projects in health, agriculture, energy and environment protection.  The IAEA also assists Seychelles in building capacity for ensuring radiation safety and security.

The Ambassador thanked the DG for inviting Mr Ronny Jumeau, Seychelles Ambassador for Climate Change and Small Island Developing States Issues, to address the IAEA’s scientific forum held earlier in the week under the theme “The Blue Planet – Nuclear Applications for a sustainable Marine Environment”. He said that in doing so, the IAEA was giving a voice to people in the small island developing states - the ones in the frontline of the impact of climate change and ocean acidification - to send out the message that there is urgency in taking action as their very livelihoods and way of life are being affected.  Ambassador Shamlaye echoed Ambassador Jumeau’s call for support in building capacity in the sciences and integrating scientists from developing states in the research being done.  He also requested the DG’s support for more ocean monitoring and research to be done in African and small island developing states.

Mr Karl Pisec, the Seychelles Honorary Consul in Vienna, accompanied Ambassador Shamlaye for the accreditation ceremony and for the consultation meeting with the IAEA secretariat on IAEA-Seychelles technical cooperation.

The Ambassador also attended part of the 24^th meeting of African Regional Cooperative Agreement for Research, Development and Training Related to Nuclear Science and Technology (AFRA).

While in Vienna, he took the opportunity to meet with officials at the headquarters of the United Nations Industrial Development Organisation (UNIDO).
