President Danny Faure held the first Cabinet meeting at State House this morning. During his address in the presence of all Cabinet members and senior officials of the Office of the President, President Faure announced the respective portfolios.
Together with the President and the Vice-President, the following ministers will form the Cabinet:

The President reiterated that national unity and reconciliation remain core objectives for the government. He affirmed his commitment to continue working with the National Assembly, civil society, religious groups, the business community and the opposition to create a Seychelles together; where lasting peace, stability, reconciliation and unity reign.
During his address President Faure also highlighted new guidelines and the type of dynamic work approach that the Cabinet will need to adopt with greater emphasis to ensure the Seychellois people remain at the centre of all actions and decisions. Further announcements regarding senior appointments will be announced in the coming week.

The President of the Republic, Mr. Danny Faure, delivered the Keynote address at the 8th Session of the Seychelles Honorary Consuls Conference held at the Savoy Resort and Spa yesterday.

President Faure officially declared the three day conference open in the presence of former Head of State, President James Mancham; Ministers; the Leader of the Opposition and the Leader of Government Business in the National Assembly, Senior Government Officials, Honorary Consuls and Consul Generals; and Ministry of Foreign Affairs Officials.

During his address, President Faure expressed Seychelles’ gratitude to all Honorary Consuls and Consuls General who are doing an excellent job at protecting the interests of Seychellois nationals and promoting Seychelles in their respective consular jurisdictions across the globe.

“Through your active presence you have not only made a difference in the lives of Seychellois nationals and provided greater traction to our country’s foreign policy, but you have, above all, portrayed the real image of the type of society that Seychelles is” added President Faure.

Addressing the guests present, President Faure reiterated that whilst we continue to promote sustainable growth and defend the ideals of fairness, equality in opportunity, social justice and distribution of wealth, all acts of government will be inspired by the three principles of good governance, transparency and accountability. “This is in order to build a prosperous Seychelles, faithful to the principles that have shaped its image as a Creole country; democratic, open to the world and rooted in its values; a country that cultivates and promotes peace. The actions of the Seychellois diplomacy must, naturally, continue to be part of this dynamic.”

President Faure highlighted that as a small island developing state, the opportunities and challenges that Seychelles faces are interwoven with that of the rest of the globalised world.

“Our Foreign Policy is orchestrated in accordance with the unique opportunities and threats our country faces.  We are a small group of islands nestled in the Indian Ocean.  We are therefore exposed to certain vulnerabilities that we must be able to address and remedy.  As a result, our greatest resources should be nurtured and harnessed so that we can utilize them effectively without ever shying away from our sustainability objectives. Sustainability is the bedrock of our livelihood,” said President Faure.

With the conference being held under the banner theme ‘Enhancing Seychelles International Engagement’ President Faure called for strengthening of partnership between the Ministry of Foreign Affairs and Seychelles’ network of Honorary Consuls and Consuls Generals in line with attaining the goal of giving Seychelles a stronger presence within the community of nations, “With the same goal in mind, I ask the Ministry of Foreign Affairs to further expand the current network of Honorary Consuls to those countries and key cities where we do not yet have any representation” said President Faure. “Let this Conference be an occasion for you to gather fresh information on Seychelles and allow you to share your ideas, exchange views and interact with your Minister and some of his colleagues and senior officials in Government and the private sector.  I look forward to reading your recommendations to improve our work for the service of our nation.

Following his call for greater consultation between the political forces in the country President Danny Faure held his first meeting with Linyon Demokratik Seselwa leadership. In attendance for LDS were  Mr Roger Mancienne, Hon Wavel Ramkalawan, Hon Ahmed Afif, Ms Simone de Commarmond and Mr Anthony Derjacques.
The discussions were held in the spirit of promoting dialogue on matters of mutual concern, and to achieving understanding of the views of both sides on issues relating to our democracy with a view to working together to promote the best interests of the Seychellois people.
An important issue of concern was the need to review the provisions of the Constitution under which the Vice-President assumes the Presidency upon the resignation of the serving President.  It was agreed that this constitutional provision will be amended so that there will be no more transfer of power in similar circumstances as we have seen in the past instances. The two sides agreed that the necessary Constitutional amendment should be undertaken by March next year. The text of such an amendment, as well as its implications for the timing of a future Presidential election, would be the subject of discussions at future meetings.
The two sides agreed that the SBC Act should be amended to guarantee the independence of the institution, including the manner in which Board members are appointed. Similarly, the Seychelles Nation newspaper should exercise greater independence and impartiality so as to achieve fairer coverage of diverse views in broadcasts and publications respectively.
Legislation governing the Seychelles Media Commission should also be reviewed to strengthen it and make it more effective.
It was agreed that the structure and composition of the Electoral Commission would be reviewed and amended as necessary to enable it to operate with greater efficiency, transparency and good governance. This will include separating the functions of the Chairman and CEO.
The need for review of other Commissions, such as the Human Rights Commission, the Ombudsman’s Office and similar institutions, to ensure that they fulfill their mandate in serving the people of Seychelles, was accepted.
The need to review the composition of the Constitutional Appointments Authority to reflect the changed political landscape of the country was also raised.
The need for effective delinking of state institutions and political parties was also highlighted and this was noted as an issue which will be taken up in greater detail in future meetings.
It was agreed that amendments to the Constitution and relevant legislation required for the various measures would be undertaken by March 2017 to address the issues of concern.
Further meetings between the President and the LDS would be held regularly in the spirit of promoting dialogue, unity and national reconciliation.
The President said that he would also be meeting the Speaker of the National Assembly and the two Leaders of the House at regular intervals.

Four Seasons Resort Seychelles makes the list of 50 best resorts in the world

(Seychelles News Agency) - The Four Seasons Resort Seychelles has been ranked the 41st Best Resort in the World and fourth in the Top Resorts in the Indian Ocean for 2016 by readers of Condé Nast Traveler. 
The results were announced Tuesday in the 29th annual Reader’s Choice Awardof the Condé Nast Traveler, a luxury and lifestyle magazine published by Condé Nast, an American mass media company based in New York.
Four Season Resort Seychelles, which opened its doors in 2009, came out 41st among the 50 Best Resorts in the World and got a score of 97.86 in the category the Top Resorts in the Indian Ocean. Three resorts in Maldives took the top places.
The resort, with 67 luxurious villas built like tree houses, is located at Petite Anse beach in Baie Lazare, a southern district on Mahe, the main island of Seychelles. The resort’s architecture is a mixture of Creole with French colonial and European influences.
Votes for the award were cast by over 300,000 dedicated readers who took part in a survey rating over 7,300 hotels, 600 cities, 500 cruise ships, and 230 islands.
Well known for its turquoise-coloured waters and powder-white sandy beaches, the Seychelles, an archipelago in the western Indian Ocean, has scored a Condé Nast Traveler Award before.

The President of the Republic of Seychelles, President Danny Rollen Faure held his first official meeting this morning at State House with two former Heads of State, President James Alix Michel and President James Richard Mancham. President France Albert Rene sent his best wishes to President Faure, as he was unable to attend the meeting on this occasion.
President Faure said that it is important that the first personalities he meets as the new President, are the former Heads of State, who have played a significant role in the history of Seychelles and that they will continue to do so in promoting Seychelles in international fora and also give advice on national development.
“I’m very happy to benefit from the wisdom of two former Heads of State, and I’m very happy that they have shown their willingness to continue to help Seychelles and my Government in the promotion of peace, security, the Blue Economy, and Climate Change, where we are very strong as a nation. So we will have two very important advocates in these fields,” said President Faure, following the meeting.
They discussed the importance of the structure of the State, several matters concerning international relations, as well as national reconciliation efforts.

Dear Seychellois Brothers and Sisters
It is with much humility that I address you today.  Today is the start of a new chapter.  A new chapter because a new generation is taking the helm from the generation that fought for our Independence, built the Seychellois nation, and created a modern society.
I appreciate that for us to reach where we are today, many people have worked hard and made many sacrifices.  We have come from quite far.  Indeed from very far.  Today I say to you a huge Thank You.  On behalf of the Seychellois Nation, I pay my respects to President Mancham, President Rene and President Michel for their leadership roles.  I also take this opportunity to salute the people of Seychelles for their contribution in making Seychelles what it is today.
President Michel, this month it will be exactly 31 years since, as Minister of Education at the time, you gave me the opportunity to share my knowledge with the children and the youth of Seychelles.  Thank you, President, for that opportunity, which allowed many other opportunities, not just for me, but for thousands of young people today.
During the course of our journey filled with many challenges for our small country, I have learnt from you to always keep our sights focused on the issues greater than ourselves: that is, the welfare of the people of our country.
Under your Presidency, Seychelles has witnessed an unprecedented economic transformation.  You worked very hard to give Seychelles its rightful place in the world.  Much has been said about what you have done for Seychelles and Seychellois.  In time, much will also be written.  What is clear to me is that your work and legacy will speak for itself with the passage of time.
Today, after you have completed 39 years in the Cabinet of Ministers, including 12 years as President, I salute you for your personal sacrifice, your hard work and your dedication in the service of the people of Seychelles.  I join the entire Seychellois nation in wishing you all the very best in your retirement, and to accord you the respect that you deserve.
Dear Seychellois Brothers and Sisters, I believe in our Nation.  I believe in Seychelles.  I believe in a Seychelles that will remain forever united, and in a free and proud Seychelles.
Today, the Seychelles that we all love, offers us an extraordinary opportunity to view the future with confidence and optimism.  Our Seychelles that we all believe in, calls each one of us to join together to overcome the differences and obstacles that still divide us.  Often, without realising it, we become victims of our past, and we feel trapped in the politics of the past. I understand this.
During these 39 years, Seychelles has developed. Seychelles has progressed.  For many of our citizens, Government has done much to make their lives happier and better.  Nevertheless, there remain other brothers and sisters who believe that Government is the reason for their pain and suffering, and to them, I present a sincere apology.
As your President, I believe that for Seychelles to really achieve national unity in every sense, we must undergo a process of true reconciliation.
We stand to achieve much more as a nation and as a people if we overcome that which divides us.  Let the differences in our political opinions be a source of strength that dynamises our democracy, and not one that chokes it. We must see the diversity within our unity as a new force that strengthens this National Unity that we truly want for our Seychelles.
Dear Seychellois Brothers and Sisters, Seychelles is greater than us.  Seychelles is our true homeland.  We all have a place within it.
Each one of us can interpret election results in different ways.  What is absolutely clear is that through the will of the people, Seychellois have asked us to engage in dialogue and to work together.  So today, more than ever, we must work together for the benefit of our people and Seychelles.
I am ready to work with our National Assembly.  I have informed Hon Patrick Pillay, Speaker of the National Assembly, that in accordance with Article 92 (1) of our Constitution, on Tuesday 18th October 2016, I shall address the National Assembly, that institution where I started my political career 23 years ago.  I shall use that occasion to speak about the work of our Government.
Dear Seychellois Brothers and Sisters, I am a child of SPUP, the party of the poor, the party of workers, the party that struggled to bring Independence.  We have not yet achieved all of the vision that SPUP had for Seychelles.  The development of Seychelles must remain focused on its people, it is the only way to eliminate poverty.
The principles that will bring greater vigour to the implementation of our development are: fairness, equal opportunities, social justice and a fair redistribution of wealth.  I shall do everything to ensure that our policies reflect these principles.
Dear Brothers and Sisters, People of Seychelles, I believe in the principle of doing good for our brothers and sisters.  When each one of us also does good, collectively our society becomes a happier one.  On this journey, we must all remove ill-will, remove malice, remove injustice, and remove insults that lower us in the eyes of our Creator.
I believe in a Seychelles where none of our citizens is left behind, in a society which is compassionate.  In a nation where true human dignity is respected.  That no one is above the law, and the law applies equally for all.
I believe firmly in a system of universal social protection which is the basis for the maintenance of social cohesion and harmony, and which is also a condition for lasting peace.
I believe in a Seychelles where there is room for different ideas to co-exist, and as a nation, we are ready to create more space where diverging views and ideas can be heard and respected. And as our Constitution requires, we shall provide our citizens access to information.
I believe in honesty, integrity, and frankness. If any of our citizens have any complaint, or any evidence of wrong-doing where laws are not being respected, or where someone's human rights are being violated, or abused, he or she should, without fear, approach the relevant authorities for redress.  In this regard, all citizens must take responsibility for their actions.
I believe in the strength of our Seychellois workforce, and in its capacity to move Seychelles forward.  I believe in discipline, hard work, and a society where all work is valued and recognised.  Irrespective of our political opinion, religious beliefs, whether we are in the public or private sectors, the important thing is that you do the work that you have been assigned, and you discharge it with all the necessary responsibilities.  As employers, we pay workers their due salaries in accordance with the law.  And we treat all our workers well, without exception. Along this line, the partnership between public and private sectors and civil society must show greater engagement.  It is only through a more solid partnership that we can have greater shared prosperity among our people.
Dear Seychellois Brothers and Sisters, I have reached where I am today because there have been many alongside me.  You know who you are.  I know what you feel.  I am the product of the opportunities that, 52 years ago, SPUP had set off to provide for the youth of Seychelles. Today I say to them Thank You.  I thank my parents: my mother Violet Samson, my father Jean Faure.  Both Seychellois.  They cradled me, brought me up to appreciate obedience, respect, discipline and hard work.  I thank my two brothers and my three sisters who have always been by my side. A very special thank you to my family who have given me unwavering support throughout.
I say thank you to Father Lafortune for the guidance that he gave me as the altar boy in the Anse Royale Church.
I salute the generation of the children of 1962, especially my school friends and teachers.
Each one of us has been inspired by different people, by different personalities.  Me, I draw my inspiration from President René.  Today I would like to say a Big Thank You to him.  His principles, such as liberty and social justice which fuelled our struggle for Independence and the creation of a more fair society.

The new President of the Republic of Seychelles, H.E. President Danny Antoine Rollen Faure was sworn into office this afternoon at State House. The former Vice-President took the Oath of Allegiance and Presidential Oath, before the Chief Justice of the Supreme Court, the Honourable Justice Mathilda Twomey, in the presence of the outgoing President, Mr. James Alix Michel.
“It is with much humility that I address you today.  Today is the start of a new chapter.  A new chapter because a new generation is taking the helm from the generation that fought for our Independence, built the Seychellois nation, and created a modern society,” said the President as he addressed the people of Seychelles.
He thanked all those that have worked hard and make sacrifices for the betterment of the country and paid respect, on behalf of the people of Seychelles, to President James R. Mancham, President France A. Rene and President A. Michel for their leadership roles. He also saluted the Seychellois people for their contribution in making Seychelles what it is today.
He continued, “President Michel, this month it will be exactly 31 years since, as Minister of Education at the time, you gave me the opportunity to share my knowledge with the children and the youth of Seychelles.  Thank you, President, for that opportunity, which allowed many other opportunities, not just for me, but for thousands of young people today. During the course of our journey filled with many challenges for our small country, I have learnt from you to always keep our sights focused on the issues greater than ourselves: that is, the welfare of the people of our country.”
During his inaugural address, the President has also underlined the need for national unity in Seychelles and a process of reconciliation.
“As your President, I believe that for Seychelles to really achieve national unity in every sense, we must undergo a process of true reconciliation. We stand to achieve much more as a nation and as a people if we overcome that which divides us.  Let the differences in our political opinions be a source of strength that dynamises our democracy, and not one that chokes it. We must see the diversity within our unity as a new force that strengthens this National Unity that we truly want for our Seychelles,” he said.
“I am ready to work with our National Assembly.  I have informed Hon Patrick Pillay, Speaker of the National Assembly, that in accordance with Article 92 (1) of our Constitution, on Tuesday 18th October 2016, I shall address the National Assembly, that institution where I started my political career 23 years ago.  I shall use that occasion to speak about the work of our Government.”
President Danny Faure has also called on all citizens that have any complaint, or any evidence of wrong-doing where laws are not being respected, or where someone's human rights are being violated, or abused, to without fear approach the relevant authorities with their concerns. He also expressed the need for better partnership between the government and private sector.
“I believe in the strength of our Seychellois workforce, and in its capacity to move Seychelles forward.  I believe in discipline, hard work, and a society where all work is valued and recognised.  Irrespective of our political opinion, religious beliefs, whether we are in the public or private sectors, the important thing is that you do the work that you have been assigned, and you discharge it with all the necessary responsibilities.  As employers, we pay workers their due salaries in accordance with the law.  And we treat all our workers well, without exception. Along this line, the partnership between public and private sectors and civil society must show greater engagement.  It is only through a more solid partnership that we can have greater shared prosperity among our people, “said President Faure.
The outgoing President, Mr. James Alix Michel, congratulated President Faure and said that he has no doubt that Mr. Faure will do a great job in his new function as leader of the country.
“Danny, take great care of this country. Continue doing your work with humility. Continue remaining connected with the people. I assure you of my full support and wish you all the best in the task ahead of you. I also ask the Seychellois people to give the new President of the Republic all their support.  Let us acclaim loudly our future President!” he said.
President Michel added that he is leaving the Office of the President with a deep sense of mission accomplished, and a sense that he has fulfilled his duties towards the people of Seychelles.
“I have never betrayed my country. I have never betrayed my party. I have never betrayed my principles. I have worked for the benefit of all Seychellois.  I am leaving office, aware that Seychelles and the Seychellois people are above all else. Together we have been able to achieve a lot. I emphasise the word TOGETHER. Because we would not have reached where we are today if we had not worked together,” President Michel said.
He continued, “I am taking my retirement but I will remain active. Parti Lepep will always remain a great passion for me. The future of our party, its evolution, motivate me a lot. I still have a contribution to make.  I will continue to do it for as long as I am able to play a constructive role in the future of our party, the party with a revolutionary legacy. The party which represents the aspirations, interests and dreams of the Seychellois.  My work within the party will allow me to remain connected with the people.  I will not abandon you!”
Former President Michel was the President of Seychelles for 12 years and served a total of 39 years as a member of the Cabinet of ministers.

Dear People of Seychelles,
Time flies. When you have devoted most of your life working for a better future for your people, you do not notice the passing of time. Time does not matter at all.
As the saying goes, “A week is a long time in politics.” As for me, I have spent over 2,700 weeks in politics!  After all this time in politics, after all this time in various ministerial and vice-presidential functions, after 12 years at the head of the Republic of Seychelles, after all the time I have dedicated to serving the Seychellois people, I feel the time has come to hand over power. To hand over to someone younger than me, but who has been an important companion in my journey. Who will continue what I started. Who will be able to take Seychelles to a new phase of development. Who shares the same ideals and principles as I do.  Who can pursue the struggle we started more than 50 years ago.
I have no doubt that Mr Danny Faure will do a great job in his new function as leader of our country.  A job which will reflect his interests in and love for our people. To build on what we have accomplished together.
I congratulate Mr Danny Faure warmly. He will become the new President in a few moments. Danny, take great care of this country. Continue doing your work with humility. Continue remaining connected with the people. I assure you of my full support and wish you all the best in the task ahead of you. I also ask the Seychellois people to give the new President of the Republic all their support.  Let us acclaim loudly our future President!
Dear people of Seychelles,
Regrets? No, I have no regrets stepping down as President of the Republic. However, I wish the spirit of national unity could have been instilled in our people more, greater respect by the political leaders for one another and for state institutions.  And that more of the causes of social ills could have been eliminated.
I am leaving office with a deep sense of mission accomplished, a sense that I have fulfilled my duties towards you and towards my country. With an open heart. I am leaving office with all my dignity and honour intact. I have never betrayed my country. I have never betrayed my party. I have never betrayed my principles. I have worked for the benefit of all Seychellois.  I am leaving office, aware that Seychelles and the Seychellois people are above all else.
Together we have been able to achieve a lot. I emphasise the word TOGETHER. Because we would not have reached where we are today if we had not worked together…
Who can refuse to accept the facts in front of us? The reality of transformation from a situation of “napa” (don’t have) to availability of everything. The reality of accumulation of foreign exchange reserves, from 25 million dollars (US) to over 500 million dollars (US) today. The reality of debt repayment and debt reduction, from about 160% of GDP to just above 60% of GDP today, which is quite sustainable. The construction of over 8,000 housing units. The reality of Seychelles’ progression to become a high-income country. The establishment of our own university which has, so far, produced more than 500 graduates, including a new generation of Young Leaders. The reality of creation of more employment opportunities, more small businesses, more medium enterprises. The reality of the strengthening of our democracy. The reality of Seychelles’ high standing on the international stage …
We achieved all of this -- and more -- in 12 years. Personally, I am proud of the role I played in the transformation of our country. Naturally, I could not do it alone.  I had the support from Vice-President Belmont, Vice-President Faure and ministers. I received the support of the officials in my government. I received the support of my party. I had the support of the Seychellois. I received the support from foreign partners. And I got the support of my close collaborators.
To them all, I say thank you. Thank you for the contribution to my accomplishments for our country.
I would also like to sincerely thank my predecessors -- President Mancham and President Rene.
Dear people of Seychelles,

Parti Lepep holds march in support of new Seychelles president

(Seychelles News Agency) - Hundreds of Parti Lepep supporters -- the party at the helm of the Seychelles' government -- marched peacefully though the streets of Victoria, Saturday afternoon, expressing support for Vice President Danny Faure.
Faure is set to be sworn in as the archipelago’s new president on Sunday afternoon.
This follows President James Michel’s shock announcement that he is resigning on October 16, only 10 months after winning presidential elections held in December.
The Parti Lepep supporters wanted to show their approval of Michel’s decision to hand over power to Vice President Faure, who will become the Seychelles’ fourth president.
This is the first time the party has organised such an event in the capital, since the return of multiparty democracy in the island nation in 1993.
Ruth Anacoura told SNA that "I came to give my support to the new President Danny Faure," adding that she is not in favour of returning to the polls to elect a new president.
"I am a supporter of Parti Lepep and it’s natural that I come to offer my support to the new president," said Raymond Bonte, adding that a handover of power is enshrined in the constitution.
"We must respect the constitution, and wait for completion of the president’s mandate,” Bonte added.
The Seychelles’ constitution allows the president to resign at any given time during his mandate, in which case the Vice President automatically takes over the leadership of the country and appoints a new Vice President.

Saturday’s march started at Maison du Peuple where the party headquarters is located, and went through the capital before returning to the starting point.
Parti Lepep officials led the way, but neither President Michel nor Vice President Faure were present.
Patrick Hermine -- former speaker of the National Assembly --  told the crowd that "tomorrow we will have a new president and nobody can do anything about it.”
"We will show our support to Danny Faure," said Charles De Commarmond, leader of the government business in the National Assembly.
The opposition is however not in favour of the handover of power.
An opposition coalition – Linyon Demokratik Seselwa (LDS) – held a peaceful march in the streets of Victoria last Saturday to call for new presidential elections.
LDS says it would like to see a situation where should the president leave power, the Vice President is able to organise fresh elections within a given time frame.
Danny Faure has said that he will address the National Assembly on Tuesday to explain his programme and present his new cabinet.
