Message of the President on the Occasion of International Public Service Day – 23rd June 2016 - A Responsive Public Service – Serving People's Needs

I have always emphasised that a properly structured and functioning public service is the cornerstone of an effective Government. A President is elected to serve the people and to deliver on the pledges contained in his manifesto, and this delivery is not done by the President alone, but through a dedicated public service structure.
Early this year, I asked all the public service organisations to audit themselves against their mandated functions, and a study of the reports submitted to me make it clear that there remains considerable room for improvement. Whilst in many cases, constraints of budgetary and human resource capacity are important considerations, a recurring theme is the need for greater discipline, monitoring, supervision and accountability within organisations. There is also a need for greater innovation, for new dynamic and interactive ways of working and problem solving that are possible with the technological advances at our disposal today.
Another important lesson to learn is that it is not only our individual efforts as workers, or even the effectiveness of our individual organisations that matter, but that it is only through our collective efforts, working together as organisations, as a well-coordinated and a well-connected,listening, proactive public service, that we can achieve our goal of serving our people with the efficiency, care and compassion they deserve. We must always see the bigger picture, and continue to widen our horizons.
This is indeed a huge undertaking, but of course it begins with each one of us. And I am heartened to know that there are thousands of dedicated public servants in all professions who are everyday giving of their best, with integrity, selflessness and compassion, in serving our citizens, communities and businesses, in serving Seychelles. You uphold the principles of our public service. I salute you, and wish you every success.
On this International Public Service Day, let us reflect on how each one of us can make an improvement to the way we work, and network, so that – together – we can continue to build a public service that we can all be proud of.

Seychelles moves to unveil monument to honour role of Seychelles College & Regina Mundi Convent on 40th Anniversary of Independence

The 40th Anniversary of our Independence will certainly be an occasion to showcase our successes and achievements as a Nation and the tremendous strides the country has made in every field since 29th June 1976. Everyone can be justly proud of his or her contribution towards the progress made as we forge ahead towards greater heights. As we take stock, it is proper to reflect upon the roles played by various people and institutions that have helped in the task of nation-building.
Two of the many institutions that can certainly claim to have contributed to this success are Seychelles College and Regina Mundi which produced the many professionals both in the private and public sector who helped shape the destiny of our Nation. Many of our teachers, doctors, engineers, architects and politicians – amongst others – are all products of these two great schools. Presidents James Mancham and Albert René as well as the Catholic and Anglican Bishops, Monseigneur Felix Paul and Archbishop French Chang-Him, and Chief Justices Georges Souyave and Mathilda Twomey number among the numerous graduates of these schools.  
The initiative of a monument was first mooted with the formation of the Regina Mundi Convent and Seychelles College (RMSC) Alumni following a get-together of former students of these institutions at Le Meridien Barbarons in 2010. Since then the project gathered momentum and the monument, now under construction at the entrance to the former Seychelles College, has been conceived, designed, built and funded by the ex-students.
Seychelles College which opened its doors in January 1950 and closed in 1982 was ran for the most part by the Plöermel Brothers of Christian Instruction with the first Seychellois Headmaster, Mr Zotique Pragassen, taking up the post in 1976. The Regina Mundi Convent School opened in January 1957 and closed in December 1980. It was run by the Sisters of Saint Joseph de Cluny.
The establishment of the two schools was the initiative of the then Director of Education, Walter Giles, who made it one of his priority projects having identified improving the level of Education in the Colony as a key objective. At that time the Catholic Church was the body responsible for education having built schools in its various parishes around the islands. Mr Giles had to negotiate the construction of these two schools with the then Bishop of Seychelles, Monseigneur Olivier Maradan. The negotiation started in 1945.
The Bishop agreed to the construction of the schools as long as they were run by Catholic Christian Brothers and Sisters. Mr Giles consequently approached the Brothers of Christian Instruction in Quebec, Canada and the Sisters of Saint Joseph de Cluny in Ireland to run the schools, but using English as opposed to French as the medium of instruction as had prevailed before.
After several years of toing and froing, the Seychelles College was finally opened in 1949 and the Brothers took charge in 1950. After a further 6 years of negotiations with the Bishop Maradan, the Regina Mundi Convent was finally constructed and opened its doors in 1957.
Seychelles College was by and large a boys’ school although in the ‘70s it admitted girls to the Advanced Level Course ran only at the College. Regina Mundi was always a girls’ school although in its early years admitted boys at kindergarten level. Throughout their existence both schools employed several expatriate (mostly from the UK) and Seychellois lay teachers.
The Second Republic which came into being on 5th June 1977 ushered in its wake a comprehensive review of the country’s education system including ‘zoning’ which required that all children attended schools in their districts. Education was made compulsory and free. The new scenario resulted in both College and Convent being closed down. Regina Mundi shut its doors in 1980 and Seychelles College likewise in 1982.
Some moaned the closure of the two institutions while others saw them as ‘elitist’ and incompatible with the agenda of the new socialist-oriented government which placed heavy emphasis on equality of opportunity in education where the ability to pay had no place in access to universal education.
Nearly 40 years on, the ‘elitist’ label attached to College and Convent at the time of their closure is seen in a different light by some – not least by their former students. Both schools were fee-paying although a bursary programme was in place for students from other schools who excelled at the national entrance examinations held yearly to admit students to the secondary sections of both schools. True, the majority who met the admission criteria came from the College and Convent primary schools which had an advantage over other parish schools in terms of the quality and quantity of resources at their disposal. The defenders of the College and Convent point to the social context of their existence as being responsible for the limited access to the schools. Both offered high quality education and did not discriminate against new entrants from other schools who qualified but some who gained admission contest this assertion.
Another significant element which has to be highlighted to put things in perspective is the existence for many years of the additional stream referred to as ‘Special Standard Six’ which was run for those whose entrance exam results did not immediately qualify them for admission but who showed an aptitude for further academic studies with some extra tuition and coaching. Most of them, who were bursars even at primary level for the extra year, met the admission criteria the following year. It has to be acknowledged here however that there are claims by some that although they met the academic threshold for admission to the College and Convent, they were denied the opportunity of entry on grounds of a subsequent ‘means test’ which determined that their parents could not afford the school fees.
It should also be noted that the College and Convent did not always depend entirely on the income through school fees for their existence as they were heavily subsidised by the Government. The fees paid by parents/guardians represented only a fraction of the cost of running the schools.
Notwithstanding all of the above, the crucial roles these institutions have played are today generally recognised and acknowledged. As was pointed out by the Tourism and Culture Minister Alain St Ange, in a broadcast interview on the SBC last year, it is important that we do not forget history and heritage. Minister St Ange – himself a product of the College – commended the committee that initiated the RMSC monument project and looked forward to the setting up of similar monuments to remember other institutions for their historical roles. Minister St Ange cited the National Youth Service (NYS) as deserving of a monument to honour its place in history.
The Committee behind the RMSC project have also recommended to the National Monuments Board to declare some of the buildings in the College and Convent compounds as national monuments. The idea has been well-received but it may take a while before a formal declaration is made to this effect. There is already a conscious effort at preserving something of the past even in the reconstruction and renovation of buildings, the latest example being the new Glacis Primary where a block of the old school has been neatly incorporated into the new, modern facilities Glacis pupils now enjoy.
The monument to honour the College and Convent will be unveiled on Wednesday 29th June 2016 by, it is hoped, a Brother and Sister who taught at these schools. All former students, teachers and other staff as well as friends of the Seychelles College and Regina Mundi Convent are warmly invited to attend the event scheduled to begin at 10:00 in the morning. The ceremony will end with a cocktail and an opportunity to reminisce and renew old acquaintances.

resident meets with Seychelles Sportsman and Sportswoman of the Year

President James Michel met with Ms. Lissa Labiche and Mr. Rodney Govinden at State House this morning. The two Seychellois youths were crowned the Seychelles' best sportsman and sportswoman of 2015.
Mr. Govinden, was the top performing sailor last year and Ms. Labiche was the top female high-jumper.
President Michel congratulated them on their outstanding performance and spoke to them about their training challenges, next competitions and future aspirations.
“Aim high, train hard, and make us proud with your successes!” said President Michel during the meeting.
They discussed the need for more sports education in schools in order to nurture interest in competitive sports as well as search for talent and sporting potential.
Also present in the meeting were the CEO of the National Sports Council, Ms. Giovana Rousseau, and sportsmen Mr. Carlos Sanchez and Mr. Alain Alcindor.

President meets with Miss Seychelles 2016 and the runner up Princesses

President James Michel met the recently crowned Miss Seychelles 2016, Ms. Christinne Barbier this morning at State House. The first and second princesses, Ms. Lianne Barbé and Ms. Samiya Albert, accompanied the Seychelles beauty queen to the meeting with the President.
The President expressed his congratulations to all three ladies and expressed words of support for Ms. Barbier who will be representing Seychelles at the upcoming Miss World Beauty Pageant, to be hosted by the USA in the city of Washington later this year.
During the meeting, the pageant winners shared their career plans and the ‘Beauty with a Purpose’ community projects with the President.
“Congratulations on your success! Be the best at everything you do, make your country extremely proud. Your community projects are exemplary and will inspire many other young people to follow in your footsteps. All three of you have shown that beauty is best expressed in the service of others, through a beautiful and kind spirit,” said President Michel.
Miss Seychelles, Christinne Barbier expressed her thanks to President Michel for his support to establish a project in Seychelles, called ‘Children's Home - Comfort, Care, Continuity,’ to build a hostel or apartment for young adults who were brought up in a children's home and who have a hard time finding a home upon reaching age 18.
Also present at the meeting were the Minister for Tourism and Culture, Mr. Alain St Ange and the Chief Executive Officer of the Seychelles Tourism Board, Ms Sherin Naiken.

Launching of the Inner Islands Agricultural and Horticultural show - L’Union Estate

President James Michel attended the launching of the Inner Islands Agricultural and Horticultural show being held at L’Union Estate, La Digue today, under the theme 'Zil Pros An Mouvman'. The show has been organised to mark the Constitution Day by the National Day Celebration Committee in collaboration with the Inner Islands Committee.
Following the opening of the show by  the Minister for Fisheries and Agriculture, Mr. Wallace Cosgrow, President Michel who was accompanied by Vice President Danny Faure both had the honour to plant a tree at L’Union Estate to mark the occasion. The President then toured the different exhibits which portrayed what the inner islands has to offer, filled with talents in agriculture, arts and crafts, flowers arrangements, rearing of animals, planting among others.
The President has described the two days exhibition as interesting which showcases participants from different sectors and talents of the Praslinois and Digoises whereby they are showing their efforts in developing entrepreneurship.
In his remarks to officially launch the show, the Minister for Fisheries and Agriculture, Mr. Wallace Cosgrow highlighted how proud the Digois must be to organize such events on behalf of the Inner Islands as they prepare to celebrate the 40th anniversary of our Independence. He also reiterated the support from the government for small to medium sized businesses.
His speech was followed by tolling of the bell by Digoises, Jimmy Mellon and blowing of the conch shell by Antoine Jeanne.

Tourism Trade of Seychelles in India to claim their fair share of that important source market

Tourism enterprises wanting a greater share of the Indian tourism market are in Chennai and Bangalore this week, in what is being promoted as a Seychelles Roadshow. The delegation of hotels and airlines is being accompanied by Minister Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture as well as Sherin Naiken, the CEO of the Seychelles Tourism Board and Amia Javanovic-Desir, a senior marketing staff at the Tourism Board, Sunil Mathapati and Aswini Krishna of the Tourism Board's India Office. The Seychelles Honorary Consul of Seychelles in Chennai, Mr M. S. Sai also joined the delegation in Chennai.

Also accompanying Minister St.Ange on this working trip to India is a delegation from the business trading community including Ramu Pillay, Kannan Pillay, Shanmugam Pillay, Durai Pillay, Nadesh Pillay and Palani Basha.

A successful Roadshow was organised in Chennai on Wednesday the 8th June and the following members of the Seychelles tourism trade and airlines were on hand to meet the travel trade of Chennai:- Air Seychelles, Ethiopian Airlines, SriLankan Airlines, Holidays Box, Kempinski Seychelles Resort, Eden Island Development Company, Constance Ephelia Resort, Sainte Anne Resort & Spa, Banyan Tree Seychelles, Le Relax Hotels - Seychelles, Enchanted Island Resort and Savoy Resort & Spa Seychelles. Two Indian Travel Companies Holidays Box and Akquasun Group also joined in for the Road Show. Both Minister St.Ange and CEO Sherin Naiken addressed the launch of the Roadshow before Aswini Krishna of the Tourism Board's India Office did her destination presentation. The travel trade found the event as productive and said that it will help focus on Seychelles.

Muthuvelan Karunanidhi, the Political Icon in Tamil Nadu welcomes Seychelles Minister St.Ange and his delegation to Chennai 

The highly respected political icon of the State of Tamil Nadu, Mr Muthuvelan Karunanidhi on Wednesday the 8th June welcomed Minister Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture to his offices.

The Seychelles Minister and his delegation were in Chennai on a working visit to increase awareness of the Seychelles as a tourism destination to the Indian holiday makers and to work to develop more trade between Seychellois entrepreneurs and their Indian Counterparts..   

The Minister was accompanied to this visit by Sherin Naiken, the CEO of the Tourism Board, M. S. Sai, the Seychelles Honorary Consul in Chennai, Ramu Pillay, Kannan Pillay, Shanmugam Pillay and Durai Pillay .

Mr Muthuvelan Karunanidhi has been Chief Minister of the Tamil Nadu State for six terms and still remains a sitting Member of the Legislative Assembly after over two decades. 

Minister St.Ange and Mr Karunanidhi discussed the closeness of the islands of the Seychelles, the population with its own Indian population with many still having strong links with family in the Tamil Nadu State amongst many other matters. "We were overtaken by this meeting, not because of politics, but because of his lifelong dedication to his people and country which has earned him the respect to be regarded as a political icon. We are thrilled that Mr Muthuvelan Karunanidhi received us personally to his offices. We shall all cherish this meeting with such a respected personally" said Minister St.Ange to the gathered press as he left the offices of Mr Muthuvelan Karunanidhi in Chennai.

(Seychelles News Agency) - Seychellois Supreme Court Chief Justice Dr.Mathilda Twomey says personal attacks following a judicial ruling concerning December's presidential election have forced her to leave her official residence.
In an open letter Twomey cited incidents of ‘abuse’ suffered at her home at Bel Eau, on the outskirts of the Seychelles capital, Victoria. The letter was addressed to Wavel Ramkalawan, leader of the Seychelles National Party, SNP.
In her letter Twomey called for Ramkalawan to “speak to your supporters and stop unleashing hatred and violence on the judiciary.”
The letter was posted on several Facebook groups and was first relayed by Seychellois artist Emmanuel d'Offay, who told SNA he was authorized by Twomey to post it.
SNA contacted the SNP leader Wavel Ramkalawan, who declined to comment on Mathilda Twomey’s letter.
He said only that he “would follow all the legal procedures concerning the actions he filed before the Constitutional Court."
There’s been heightened tension the past week following the ruling of the Constitutional Court of Seychelles, which rejected two petitions lodged by the SNP leader requesting the annulment of the December presidential election results.
The President of Seychelles James Michel, leader of the ruling Parti Lepep, was declared the winner after a historical run-off with 50.15% of votes.
The opposition candidate Wavel Ramkalawan won 49.85% of votes.
The leadership of the opposition have expressed their discontent with regards to the Constitutional Courtruling and have criticized the decision of the Seychelles judiciary.
In her letter the Chief Justice said she talks of personal attacks.
"Some of your party supporters took the liberty to come to my house to abuse me,” said Twomey in her letter.
"Someone spat on me yesterday. Tomorrow it might be worse," she added.
SNA has not been able to confirm whether Twomey has filed a report with the Seychelles police. 
For now, the Chief Justice has decided to move to a safer place. According to a family member she is well and was resting before resuming work on Tuesday.
At the opening of the Supreme Court in January, the chief judge had already complained of intimidation even before the hearings of the SNP petitions had begun.
Tension in Seychelles, a 115-island archipelago in the western Indian Ocean, is likely to remain high over the coming months. Legislative elections should be held before the end of September.

(Seychelles News Agency) - The Seychelles National Assembly on Tuesday approved the nomination of Reginald Elizabeth as the new commissioner ofpolice, replacing Ernest Quatre.
Elizabeth’s nomination by President James Michel comes as Quatre, 67, is retiring after almost 50 years of service to the police force. Quatre has described the time spent in the force as a success.
He was speaking at State House after paying a farewell call on President James Michel
“I joined the police force with determination and yes, there has been good and bad times but I have able to surpass those challenges,” said Quatre.
“As commissioner of police I have maintained good working relations with all peers at all levels, with good teamwork which has made my work much easier.”
The outgoing commissioner said now that the time has come for him to retire he will be spending more time with his family. “Especially my wife who has given me the support throughout my career,” he said.

Quatre was appointed to the post of commissioner of the Seychelles police force in 2009 after rising through the ranks.
In a statement issued Tuesday afternoon, State House said President Michel reviewed various aspects of Quatre's career and thanked him for the dedication and contribution to the police force.
“You have served the Police Force and the people of Seychelles well throughout your career, you have delivered exemplary service for the progress of your country with respect to the rule of law,” said Michel in the statement.
“The Police Force and the people of Seychelles respect you and thank you for your professionalism,” he added.
Reginald Elizabeth will be sworn in as the new commissioner of police later this month.
Elizabeth 61, joined the police force in 1973. His most recent position was assistant commissioner for policing.

When presenting the motion calling on the approval of the new appointment Tuesday morning, the new leader of government business in the National Assembly, Charles De Commarmond, said Elizabeth has been given a chance to prove himself and called on him “to undertake the changes that is greatly needed in the policeforce.”
“Carry out the changes and bring a police force that the people have been asking for, one that will provide the necessary safety and security in the country and a force that is reliable,” said De Comarmond.
He also called on the new commissioner of police to ensure he makes training of police officers one of his priorities and does the necessary work to ensure more police stations are built to cater for the increase in population.
According to the State House statement  Elizabeth has wide experience in all police operations, especially in security and forensics.
