The Ambassador of the Hellenic Republic of Greece to the Republic of Seychelles, H.E. Mr. Konstantinos Moatsos, presented his credentials to President James Michel at State House this morning.
President Michel and Ambassador Moatsos discussed how Seychelles and Greece can improve their existing relations, particularly in the fields of the Blue Economy, tourism, education, among others.
Speaking to the national media after the ceremony, Ambassador Moatsos said that he is looking forward in expanding the relations between Seychelles and Greece.
"Two areas of cooperation that have interests for both countries are the maritime economy, which you called the Blue Economy, and tourism. We also have longstanding traditional cooperation in giving scholarships to military officers from the Seychelles and this will continue. I am really looking forward to expand these two areas of cooperation,” said Ambassador Moatsos.
Ambassador Konstantinos Moatsos is based in Nairobi, Kenya.
Also present during the meeting were the Minister for Foreign Affairs and Transport, Joel Morgan, the President's Diplomatic Adviser, Ambassador Callixte d'Offay and the Honorary Consul for Greece in Seychelles, Mr. Tazos Pantazopoulos.

The newly elected chairman of the Seychelles Chamber of Commerce and Industry (SCCI), Mr. Wilson Nancy, paid a courtesy call on President James Michel at State House this afternoon. He was accompanied by the Secretary General of the SCCI, Mrs. Juliette Sicobo-Azaïs, and the outgoing chairman Mr. Marco Francis.
President Michel and Mr. Nancy discussed the importance for consultations and partnerships to be developed by the Government and the private sector, and the role of the SCCI in bringing the views and concerns of the private sector to the attention of the Government.
They spoke about the need to improve the business environment and remove delays and layers of bureaucracy in the creation of businesses and their operating licenses.
Mr. Nancy spoke about his plans to promote the ‘Made in Seychelles’ brand as well as encourage innovation and market research in the private sector. He also said he would defend the independence of the SCCI and ensure that different perspectives are shared by the private sector when engaging with the Government.
The President and Mr. Nancy agreed to encourage private sector engagement in government policy-making and oversight of public bodies.
President Michel also thanked the outgoing chairman of the SCCI, Mr. Marco Francis, for his hard work and numerous accomplishments during his tenure.

The new High Commissioner of Mozambique to the Republic of Seychelles, H.E. Mr. Paulino José Macaringue, presented his credentials to President James Michel in a ceremony held at State House today.
President Michel congratulated the new High Commissioner and said that the Government of Seychelles is looking forward to promote a more active partnership with Mozambique as well as at the level of SADC and the African Union.
During their meeting, the President and High Commissioner Macaringue discussed how Seychelles and Mozambique could consolidate their cooperation and the aspiration to open new avenues of economic cooperation and development in the fields of tourism, fisheries, culture, people to people contacts and trade among others.
After the accreditation ceremony, High Commissioner Macaringue told the national media that during his mandate he intends to identify areas of cooperation that can bring Seychelles and Mozambique closer.
"With the historical links amongst our people, you will recall that some the people of Seychelles are to be found also in Mozambique, where we share the same past. We do have a memorandum of cooperation that we would like now to make it quick and identify additional areas of cooperation; be it in tourism, infrastructure development, maritime surveillance, the management of the environment, where we share similar challenges. In the areas of maritime safety, for instance, piracy is also our challenge, transnational criminalities like drug trafficking, money laundering, the management of the islands. So, all these will present and develop a firm basis for us to develop projects and improve our cooperation,” said High Commissioner Macaringue.
High Commissioner Paulino José Macaringue is based in Pretoria, South Africa.

(Seychelles News Agency) - Calling the attack a "devastating and senseless act of terror," Seychelles President James Michel on Monday sent a message of condolence to his counterpart in Pakistan after more than 60 people died in a suicide bombing  in Lahore on Easter Sunday.
In his message to President Mamnoon Hussein, the Seychelles' president  said it was with profound sadness and shock that he learnt of the suicide bombing that also injured 200 others.
“The government and the people of Seychelles stand in support and solidarity with the people of Pakistan and wish to convey our heartfelt condolences to families of those who lost their lives and to those injured a speedy recovery,” said Michel. 
President Michel added that the government and people of Seychelles join him in condemning this callous act of terror and it was his wish that those responsible are swiftly brought to justice.
The suicide bombing on Sunday targeted Christians celebrating Easter in the eastern city of Lahore, the capital of Punjab, the richest city in Pakistan.
The Reuters news agency reports that Pakistani Prime Minister Nawaz Sharif promised to bring justice as he toured hospitals full of victims on Monday.
"Our resolve as a nation and as a government is getting stronger and (the) coward enemy is trying for soft targets," Sharif was quoted as saying.

Le Président James Michel a rencontré la Secrétaire Générale  de l'Organisation Internationale de la Francophonie (OIF), Madame Michaëlle Jean,  à  State House ce matin.  La Secrétaire Générale est en visite officielle aux Seychelles, qui fait partie de sa tournée des iles de l'Océan Indien y compris Maurice et Madagascar.
Parmi les sujets d'intérêts communs évoqués par les deux hautes personnalités figurent le developpement de la langue fancaise aux Seychelles, la promotion du trilinguisme, le developpement durable, l'économie bleue la lute contre le changement climatique et la stratégie économique pour la Francophonie.
Ils se sont appesantis sur cette stratégie économique qui fonde toute l'action de l'OIF dans ce domaine et accorde, de surcroit une place de choix aux femmes et aux jeunes.
Le Président a felicité la Secrétaire Générale pour le programme de l'entreprenariat des jeunes et des femmes .... donnant ainsi des moyens d'entrependre, d'innover et d'être les architects de leur propre vie.
«J'apprécie la qualité de votre travail en mettant l'accent sur une ''Francophonie des solutions'' qui se rapproche davantage des réalités du terrain. Dans un entretien avec la presse, Mme Jean a dit que sa rencontre avec le Chef de l'Etat Seychellois était très intéressant car ils ont examiné tous les axes de développement prioritaires pour les Seychelles par rapport à La Francophonie. Elle a fait ressortir que les Seychelles ont beaucoup à offrir au monde comme une jeune nation.
"..que ce soit au niveau du tourisme durable, de l'Economie Bleue, c'est-a dire le développement des secteurs, par exemple de la pêche et on a beaucoup discuté de l'importance de pourvoir à partir de ces deux filières de développement, de développer des chaines de valeurs; d'autres activités économiques, d'autres initiatives économiques, par exemple les très petites, petites et moyennes entreprises qui engagent des jeunes, des femmes qui sont aussi des forces de développement.... Les Seychelles...vous êtes une jeune nation... et en très peu de temps, en 40 ans, vous avez réussi à vous propulser à la face du monde, à vous établir dans le concert des nations. Vous avez un esprit audacieux et innovant. On voit que vos stratégies, vos investissements dans le capital humain, dans la politique sociale méritent d'être suivis. Vous pouvez avoir ce leadership d'émulation pour la région mais aussi vous avez des belles propositions à faire au reste du monde," a-t-elle a dit.

The Providence fishing port will be extended to include fishery facilities like an ice plant and also accommodate small and medium-sized fishing boats.
This follows the signing yesterday of the External Fisheries Facilities on Mahé Island Phase Two accord between Seychelles and Japan.
This phase two project will cost US $12.3 million.
The agreement was signed on behalf of the Seychelles government by Wallace Cosgrow, the Minister for Agriculture and Fisheries; Tatsushi Terada, the Japanese ambassador to Seychelles; and Keiko Sano, chief representative of the Japan International Corporation Agency (Jica) which has been the key actor in the materialisation of the project
“This phase two project comes at a very good time where we are at the point of seeing growth in fishery, where we are seeing lots of demands for products. We are looking at value addition, we are looking at improving the lives of the artisanal fishermen,” said Minister Cosgrow after the signing.
He added that the phase two of the project will add more facilities for the artisanal fishermen such as an ice plant and additional space for berthing.
Minister Cosgrow stated that the expansion of the Providence fishing port will allow for better services.
“Due to the rate the artisanal fishery is growing, it is therefore important to have much better facilities. The expansion of the Providence fishing port will provide for a better service for the fishermen and the community,” he said.
He added that artisanal fisheries are vital due to the fact that so many people are involved in this industry that is growing so fast.
He said work on the expansion of the port will begin by the end of the year. Construction will take probably one and half years to complete.
For his part Ambassador Terada noted that both Seychelles and Japan are maritime nations and the prosperity of the fishery sector is indispensable for both countries’ national economies and for the livelihood of both peoples.
Mr Terada also remarked that his government is in full agreement with Seychelles in upholding the banner of the Blue economy.
Highlighting the importance of maintaining an ice plant, Ambassador Terada announced that the government of Japan in collaboration with Jica will embark on a technology transfer where they will train Seychellois engineers to fix and maintain the plants.
Ambassador Terada spoke of the upcoming conferencein African Development (TICAD VI) in Nairobi inAugust.
After the signing, both Seychellois and Japanese delegations proceeded to the Providence fishing port to familiarise themselves with the services on offer there.

(Seychelles News Agency) - Darkening clouds over the global economy and the need for all countries to be vigilant of a possible impact on their respective economies. That was a key focus of discussions Friday morning, between the International Monetary FundIMF’s Executive Director for the Asia-Pacific region, Barry Sterland and the Seychelles President James Michel.
Sterland paid a courtesy visit to President Michel at State House, in the island nation’s capital, Victoria.
“The Seychelles’ performance in the past has been well noted in the IMF, with very strong reform performance and I think that resilience needs to be maintained going forward to guard against some of the downside risks that are becoming apparent in the international economy,” Sterland told the local press.
He is part of an IMF mission visiting the 115-island archipelago in the western Indian Ocean to undertake a review of its economic performance.
Seychelles is among 15 countries that falls under the Asia-Pacific constituency, which Sterland represents. The others are Australia, Kiribati, South Korea, the Marshall Islands, Micronesia, Mongolia, New Zealand, Palau, Papua New Guinea, Samoa, the Solomon Islands, Uzbekistan, Tuvalu and Vanuatu.
Wide-ranging economic reforms were initiated by the Seychelles government in 2008 with the assistance of the IMF, following the global financial crisis when the country was faced with crippling levels of external debt.
The five-year IMF-backed reform was completed in October 2013, after which the IMF’s Executive Board gave its approval to support a new generation of reforms in the Seychelles.
In a press statement issued Friday afternoon, State House said the partnership between the Bretton Woods institution and Seychelles, and its continued support of the island nation’s economic reform programme was also highlighted in the meeting.
“The way forward continues to be challenging, but we remain optimistic that our strong fiscal and monetary policies, legal frameworks and bold decisions that we continue to take, will ensure that we continue to make further sustainable economic progress for the benefit of the Seychellois people,” said Michel in the statement.

(Seychelles News Agency) - A 23-year-old Seychellois, Alex Confait, was one of seven crew members of the Flydubai aircraft that crashed in the southern Russian city of Rostov-on-Don early Saturday morning, killing all 62 people on board. 
The Flydubai flight, FZ981, flying from Dubai missed the runway on its second attempt to land, according to an AFP report. There are reports of an explosion as the plane came down about 250 meters from the runway.
Confait's mother saw news of the crash on CNN and called her husband, Vincent Confait, who was on the way to work on the island of La Digue. 
“I told her that maybe Alex was not onboard and that he might be somewhere else. I told her wait and see,” Alex’s father, Vincent Confait, told SNA as he fought back tears on Saturday.
“We were a bit worried though, because his mother had sent him a text message on Friday and he did not reply back. But sometimes he does not reply when he is flying or is somewhere else, so we thought that maybe he was on another flight,” he added.
Seychellois crew member has worked for Flydubai for almost two years
Flydubai's head office called the Confait family at around 8 am Saturday morning to inform them that Alex was among the fatalities of the plane crash.
“Alex was going to celebrate his 24th birthday the 31st of this month, but now he is gone,” said the devastated dad. 
Alex was from Mont Buxton, a district on the outskirts of the Seychelles capital Victoria, on the main island, Mahe. He had been working as a cabin crew with Flydubai since August 2014 and according to his father he was also the only Seychellois working for the airline. Alex previously worked for the other Dubai-based Emirates airline.
The young Seychellois' last post on his Facebook page at 3.18 am on Friday reads: "The future belongs to those who believe in the beauty of their dreams."

Seychelles' president expresses condolences
Following the tragedy Seychelles President James Michel sent condolences to the Confait family and to his Russian counterpart President Vladimir Putin.
Michel expressed profound sadness and sorrow in the message sent on behalf of the people of Seychelles, adding that the entire nation was in mourning.
“We are equally affected in the wake of this disaster as one of our own Seychellois sons has perished along with many other souls aboard,” said President Michel in the statement released by the island nation’s foreign affairs ministry.
“Today the people of Seychelles join Russia in mourning as a people unified through a sense of grave loss,” added Michel.
55 passengers, 7 crew killed
Flydubai is a state-owned low-cost airline based in Dubai. The airline started commercial flights in 2009.
It has more than 15,000 employees and a fleet of more than 45 brand new Boeing 737-800 New Generation aircraft and operates to more than 90 destinations. 
The passenger list comprised of 33 women, 18 men and 4 children, comprising of 44 Russians, eight Ukrainians, two Indians and one Uzbekistani.
The chief executive of Flydubai Ghaith Al Ghaith has published a statement on the airline’s website expressing condolences to the families of the passengers and crew.
“We don’t yet know all the details of the accident but we are working closely with the authorities to establish the cause,” said Al Ghaith.
The airline has activated a family reception center for relatives of passengers and to give out more information to the relatives of the victims of the plane crash as the investigation continues.
The exact cause of the tragedy is not yet known but bad weather has been cited as a possible cause by several international media outlets. 
“Russian outlet LifeNews said the plane had been circling the area trying to land for two hours because of the poor weather,” reports the AFP adding that “other flights were diverted to Krasnodar airport, 300 kilometres (180 miles) south of Rostov-on-Don.”
The plane's flight data recorders have been recovered and an investigation in underway to establish the exact cause of the crash.

(Seychelles News Agency) - The Seychelles President James Michel has ordered an inquiry to determine the circumstances leading to the death of a prison inmate, early Saturday morning.
According to the prison authority, 40-year-old Robert Banane had sustained some injuries at the main Seychelles’ prison at Montagne Posée, on the main island, Mahé. This happened on Friday when there were also reports of a riot at the prison.
"We know that Robert Banane was on the roof top of the prison, and that he fell and suffered some serious injuries. The investigation will determine what exactly happened," the prison Superintendent Maxime Tirant said to SNA.
Banane had been sentenced to two months imprisonment for the non-payment of a fine, and was to be released soon. He passed away at the Seychelles hospital, where he had been admitted following the incident at the prison.
In a press statement issued Saturday afternoon, President Michel expressed his deepest condolences to Banane’s family.
Meanwhile, the prison authority has confirmed that calm has been restored at the prison, following the riot that broke out at the detention facility.
Officials from the Ministry of Home Affairs, the prison and the police met on Saturday morning to determine what exactly happened at the prison, located in the lush tropical mountains leading to the western part of Mahé.
According to the prison superintendent, Maxime Tirant, there have been several incidents at the prison, since Thursday afternoon.
Tirant told SNA that three inmates had tried to escape on Thursday but that this was detected by security cameras and the inmates were brought back to their cells.
"Following this incident some prisoners in the ‘high security’ section refused to settle down and we sought the assistance of the police to help restore calm, but after that the riot spread to where the other inmates are being detained," said Tirant.
"Some of the prison infrastructures were damaged during these incidents, but the prison authority has managed to have everything back in order,” he added.
The Home Affairs Minister, Charles Bastienne has said that investigation into these incidents are ongoing.
In a post published on his Facebook page, Bastienne also said that on Monday he will be able to give more details on the circumstances that led to the death of inmate Robert Banane, after the autopsy results are released.

Seychelles Carnival 2016 – April 22-24

The Seychelles Tourism Board has confirmed the dates of the 2016 edition of the island’s Carnaval International de Victoria, the event set to continue to bring together the different cultures and people from around the world to one place.
Dubbed as the ‘carnival of carnivals’, Carnaval International de Victoria, now going into its sixth year will be held from April 22 to 24.
“Nothing is more uniting, and nothing promotes social cohesion more than ‘festivals’ to which all people contribute,”said Minister Alain St.Ange, the island’s Minister responsible for Tourism and Culture following discussions with Claire Holder of the Notting Hill Carnival of the UK on their participation once again.
Minister St.Ange announced that the Celebration of ‘National Unity’ will be the theme of Carnival 2016 in Seychelles. This spectacular event held over three days in the heart of the Seychelles capital Victoria was baptised under the theme ‘the melting pot of cultures’.
The carnival has received great visibility since 2011 with representatives from top media houses, including Tourism Tattler coming from Africa, Europe, Middle East, Americas, Asia and the Indian Ocean.
Over the past five years, the carnival has been known to be the biggest cultural manifestation in Seychelles, bringing together the best carnivals of the world to its shores such as the Brazilian group, the Notting Hill Carnival Roadshow Company of the UK , Düsseldorf carnival of Germany, the Italy Carnival, the Indonesian Carnival to name but a few. Cultural Troupes from the Community of Nations have also descended on the islands to parade alongside with delegations of the best carnivals of the world.
The carnival celebrated its fifth anniversary last year where again top international dignitaries graced the three-day event with their presence.
In discussions with the Seychelles Tourism Board prior to confirming the dates for the 2016 edition of the carnival Minister Alain St.Ange said that many nations have jumped on the tourism ‘bandwagon’ and tourism represents an integral and important element of broader economic and social development policy. But what differentiates one nation from another is, among other things, the quality and value derived from the attractions, both natural and man-made. The Seychelles International Carnival should therefore be designed to aim at the ‘spectacularisation’ of the culture and heritage of the Seychelles Islands because tourists often demand ‘authentic’ exhibitions of culture and lifestyles which are considerably different from their own. The Carnival should also aim to express and showcase the modernity of the Seychelles without any loss of the charm of its traditional values and history.
“Every year we spend time searching for the Soul of Seychelles through the Eyes of Carnival. We know carnivals of festivals remain a motivation of economic activity through the cultural and artistic creations and the general impact on infrastructure provisions. We also know that during carnival time our country benefits of the visitor expenditure multiplier effect in the fields of food production, catering, hospitality, hotels, crafts and souvenir production” Minister St.Ange said adding that cultural contacts are seen to be strong drive and magnet for world peace and the perceived roles of the Seychelles in that process is set to be more appreciated as the more and more countries use the Seychelles cultural event to showcase their own culture and develop relationships with other nations from the Community of Nations.
The Seychelles Carnaval International de Victoria continues to establish a close correlation between carnival attractions that bring together the arts, culture, history and heritage of Seychelles as it works in tandem with other countries who are proud of their own culture to showcase to the world media the unity through diversity and this immaterial of the colour of the skin, religious beliefs and political affiliation.

“Today we know that the Seychelles Carnaval International de Victoria has carved itself a unique place in the culture of Carnival, in that our carnaval invites the world to participate. There is no doubt that the Carnival has become an important feature in the calendrical cycle of tourism in Seychelles. However we also know that our carnaval needs to be more grounded in the history and culture of Seychelles, which Seychelles invites the world to experience. This we shall be working on for the coming edition in April”
 said Minister St.Ange as he went on to explain that tourists today want a more inter-active experience in which they are also immersed in the culture and history of the destination and are able to experience the story of the Seychellois.
“This can be done through Carnaval and is consistent with the underlying concept of ‘Searching for the Soul of Seychelles through the Eyes of Carnival’ which simply means that the Carnaval must be used to tell the story of Seychelles and its people through arts, design and performance of themes that are uniquely Seychellois. We are a melting pot culture in so many different ways and meaning can be given to this through the ‘Eyes of Carnival’.Through the carnaval the celebration of our very own diversity would resonate with the rest of the world where there are so many conflicts and ethnic tensions, the resolution of which has defeated most politicians, campaigners, institutions etc. The reality is that globalisation has turned the world into such a melting pot, that no assumptions can be made about ethnicity – everyone has a touch of somebody else in their DNA” Minister Alain St.Ange said.
The Seychelles Carnaval International de Victoria remains a simple celebration of diversity and is a very important catalyst for conflict resolution and togetherness, and an instrument for telling the history of globalisation as it impacts on tourism destinations.
“You may say I am a dreamer, but I am not the only one… this is why we are inviting our partner countries, International Carnivals, Cultural Troupes from the Community of Nations and also from the Seychelles itself all government ministries, non-government organisations, the business community and tourism trade partners to take part in the upcoming sixth Carnaval International de Victoria,” Minister Alain St.Ange said.
